The West Chester Area School District has the following Supervisor of Special Education position available at the District Level: 1.0 - Supervisor of Special Education (outplaced students and transition programming) The Supervisor of Special Education provides leadership for the identification and education of students with disabilities. This position is responsible for implementing special education mandates, providing direction for department responsibilities and providing fiscally responsible curriculum and instructional leadership K-12. The supervisor serves as the LEA for all out of district placements and supervises the District's 18-21 Program. To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary. Supervisor of Special Education Certification or Principal Certification and a minimum of five years special education teaching experience Thorough knowledge of special education laws and regulations Ability to read, analyze and interpret general periodicals, professional journals, technical procedures or governmental regulations Ability to write reports, business correspondence and procedure manuals Possess effective interpersonal skills with the ability to interface diplomatically with other administrators, teachers, parents, students, Board members, support staff, colleagues, and outside professional contacts Ability to work with and apply mathematical concepts; ability to define problems, collect data, establish facts, and draw valid conclusions; proficiency in the use of technology for individual and system management, communication, and research; proficiency in presentation technology to enhance small and large group information and demonstration sessions Skills in coordinating and evaluating staff use of technology ESSENTIAL DUTIES AND RESPONSIBILITIES: This list is intended to be illustrative rather than complete and serves to show major duties and responsibilities within the assigned level and does not express or imply that these are the only duties to be performed by the incumbent in this position. The employee will be required to be consistently at work and perform any other position-related duties requested by the director. Supervisor duties and responsibilities: Provides leadership, oversight and direction for Special Education. Develops implements and monitors programmatically and fiscally sound programs. Interprets and provides oversight, resources, direction for the implementation of state, federal and local mandates, regulations, policies, procedures and laws for Special Education and ensures procedural safeguard rights. Monitors progress and maintains high expectations for students in Special Education. Ensures the IEP’s are reasonably calculated for meaningful progress. Oversees program/placement changes as needed consistent with Federal law and State regulations. Represents district Administration in legal proceedings relative to Special Education, including (a) recommends District position; (b) investigates factual allegations underlying complaint; (c) Provides in consultation with others risk analysis and recommendations to Education Director regarding legal options available to parents and district. (d) participates in pre-hearing resolution meetings; (e) prepares, with counsel, written responses to parent (f) contacts legal counsel when appropriate; (g) prepares the exhibits file for counsel during administrative level remedies; (h) supports subordinate staff as it relates to their participation in legal proceedings; and (i) participates in mediation, resolution and due process hearing sessions Builds collaborative, trusting relationships with parents of Special Education students. Communicates and works to build trust as it relates to their child’s educational needs. Coordinates and prioritizes all re-evaluation referrals with staff for: diagnostic clarification, lack of progress, change in placement or as a result of incomplete evaluation reports. Supervises special education students’ transition from school year programming to Extended School Year programming, when appropriate, and level to level transitioning. Maintains effective, collaborative relationships with external agencies, Approved Private Schools, etc. and attends meetings with those agencies when alternate placements are being considered. Engages in PDE Cyclical Monitoring; assists in the development and implementation of the corrective action plan with Director of Pupil Services and building administrators. Acts as LEA for all outplaced students K-21. Oversees and supervisors the District's 18-21 Program.
