Systems Program Specialist
Job Location: 21st Century Community Learning Center (21st CCLC) Section
Phoenix LocationPosting Details: Salary: $68,000 - $71,500

Job Summary: • The purpose of this position is to meet the requirements outlined for the State Educational Agency to monitor grantees for compliance and provide technical assistance of the management of this grant.
• Occasional in-state and seldom out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.
Job Duties: • Monitor school efforts through desktop monitoring and by conducting site visits to 21st CCLC grantees
• Provide site leaders with feedback and technical assistance to help them manage programs consistently with state and federal regulations and to provide effective program services
• Using the Grant Management Enterprise System, approve or reject revisions, continuing applications and other GME related activities for assigned grantees
• Collaborate with other ADE Divisions and Sections involved in collecting, validating and using data necessary for reporting, including Accountability, AzEDS, EMAC, EdFACTS, ODS, EOS and in building IT applications necessary for completing required federal reporting and 21st CCLC SEA level evaluation and other reports
• Provide training and technical assistance directly to grantees in various modalities and acting as a liaison to internal and external stakeholders regarding collecting and submitting all required state and federal reporting
• Provide guidance to the 21st CCLC team on the development of surveys in line with industry and ADE standards
• Ensure that the 21st CCLC team and 21st CCLC grantees receive guidance on grant reporting and notification of deadlines
• Provide the 21st CCLC website administrator and the 21st CCLC Guidance Handbook lead with related updates to be made
• Attend U.S. Education Department (ED) trainings for SEA coordinators of 21st CCLC Annual Performance Reporting (APR) and ensure that the APR is completed by the deadline set by ED each year
Knowledge, Skills & Abilities (KSAs): Knowledge in:
• 21st Century Community Learning Centers Grant, ESSA, Title IV, Part B
• Federal Reporting
• Program Evaluation
• Grant Management
• Expertise in current software infrastructures used for submitting and processing student data
• Principles and practices of ADE business units and programs
• Understanding of ADE data collection, calculation, and flow processes
• Database concepts and processing
• General understanding of how state and federal laws, regulations, and administrative code’s function
• Applicants must have taught or administered a 21st Century Community Learning Center Grant or other after school program that is federaly funded.
• A Bachelor’s degree in Education or equivalent experience to substitute for the degree, is required.

Selective Preference(s): • Preference will be given to those applicants with a Master’s degree in education, social work, program evaluation or a related field.
