      GENERAL DESCRIPTION

      Under the general direction of the Senior Manager of Security Compliance, the Security Projects and Access Control Compliance Manager is responsible for coordinating and leading projects to ensure adherence to all Airport Security Program requirements, TSA regulations, and Security Directives. This role involves monitoring, tracking, and coordinating access control requirements and permissions for all airport employees, contractors, vendors, and tenants, as well as maintaining and updating access levels for existing and new personnel. The duties of this position are mandated by the Transportation Security Administration (TSA) and are critical for national security at airports. Additional responsibilities include conducting performance reviews, advancing security initiatives, providing on-call 24/7 Access Control Support, and regularly assessing and enhancing the overall security program to identify opportunities for improvement.

      Requires availability for emergency call-in.

      COMPENSATION: $85,000 annually

      ESSENTIAL FUNCTIONS

      · Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.

      · Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.

      • Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.
      • Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency .
      • Reviews and addresses administrative and operational issues related to TSA security mandates, ensuring compliance and operational integrity.
      • Manages, coordinates, and directs security-related projects and initiatives across the Authority, including those involving Fixed Based Operators and General Aviation airports.
      • Acts as an “on-call” Airport Security Coordinator, providing 24/7 availability to the TSA and responding to urgent security needs.
      • Creates, compiles, prepares, and disseminates various reports for airport tenants, airline managers, contractors, staff, FAA, and law enforcement agencies.
      • Oversees the financial performance of the Airport Credentialing Office, ensuring effective resource allocation and budget adherence.
      • Conducts audits of all tenants’ security procedures and records, ensuring compliance with background checks, security training requirements, and credential statuses.

      · Regular and reliable attendance is required as an essential function of the position.

      REQUIRED FOR ALL HCAA JOBS

      • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
      • Complies with all HCAA Policies, Procedures, and Standards.

      QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

      • Bachelor's Degree in Aviation, Airport Operations, Business Administration, or related field.
      • Five (5) years experience in airport operations, airport security, or related field.

      · Two (2) years supervisory experience

      · Or equivalent combination of education, training, and experience.

      · Must possess a valid Florida Driver License.

      PREFERRED QUALIFICATIONS

      · Current Airport Security Coordinator designation with at least one (1) year of ASC experience.

      KNOWLEDGE, SKILLS, AND ABILITIES

      • Knowledge of security policies, procedures, and guides.
      • Knowledge of a security access control office of medium to large size secured facility.
      • Knowledge of federal, state, and local regulations pertaining to the security access control area(s) of a public government facility or public transportation facility with sterile areas.
      • Knowledge of current cybersecurity trends and best practices.
      • Ability to establish clear direction, motivate teams, and foster a work culture focused on ongoing learning and performance goals.
      • Ability to communicate effectively orally and in writing.
      • Ability to establish and maintain effective working relationships with others within and outside the Authority.
      • Ability to handle restricted, sensitive, and confidential information.
      • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
