      POSITION SUMMARY

      Reporting to the Executive Vice President of Planning & Development and Maintenance, the Vice President of Maintenance is a senior leadership role that is responsible for more than 225 employees and a $60M annual budget. The Vice President of Maintenance is accountable for the safe, efficient, and reliable operation and maintenance of all airport-related facilities and systems, including automated airport systems and equipment, mechanical, electrical, electronics, plumbing, aircraft boarding bridges, security/access control, fire detection and protection, baggage handling systems, people mover and conveyance systems, HVAC systems, building, grounds, airfield, and fleet maintenance including all aviation authority owned vehicles and heavy equipment.

      POSITION ROLES & RESPONSIBILITIES

      Strategic Planning and Assessment:

      · Assess airport maintenance programs and practices to identify areas for continuous improvement.

      · Develop, recommend, and implement approved enhancements to existing policies and practices to elevate the maintenance program of airport assets.

      · Planning, assigning, and supervising the work of subordinates, including establishing challenging standards and productivity goals with clear measurements (Key Performance Indicators).

      · Responsible for developing and managing the department’s approximately $60M budget.

      · Responsible for operations and maintenance, equipment, and capital projects.

      · Responsible for ensuring that all necessary specialty maintenance service contracts are established, procured, and maintained.

      · Responsible for the administration of the Authority’s tenant work permit program (TWP) and key control functions.

      · Responsible for the development and implementation of staffing plans, outsource contracting, and management programs that may be required.

      · Responsible for ensuring that all necessary projects to replace facilities/equipment/systems are identified and prioritized.

      · Responsible for ensuring a cost-effective operation.

      · Responsible for ensuring safety and security are always priority.

      Staff Leadership:

      · Responsible for ensuring that an organizational structure is in place to fulfill the department's mission in the organization, promote employee engagement, and provide maximum opportunities for employee development, training, and advancement.

      · Senior Management Team member responsible for recommending and developing policies and procedures, project management plans, goals and objectives, and business plans.

      · Serves on the Development Committee (DC) that directs the capital programs of the Authority.

      · Responsible for creating and sustaining a strong, healthy, and equitable culture across the workforce.

      · Supervise off-hour management staff for comprehensive 24-hour/7-days maintenance and emergency response resources.

      · Encourages change and innovation, embracing diverse thinking and styles across all staff levels.

      · Monitor airport maintenance function and direct staff for safe and efficient service.

      Delegated Authority:

      · Act on behalf of the Executive Vice President of Planning & Development and Maintenance in their absence.

      REQUIRED FOR ALL HCAA JOBS

      • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
      • Complies with all HCAA Policies, Procedures, and Standards.
      • Performs other duties as assigned.

      REQUIRED QUALIFICATIONS

      • Bachelor's Degree in Engineering, business or public administration, or other area of concentration which is relevant to the role as described above.
      • Five (5) years in a senior leadership role leading maintenance operation for organizations and teams of similar scale and complexity; with proven leadership acumen and highly effective stakeholder engagement and communication skills.
      • Experience with leading a large maintenance operation that includes utilization of in-house and outsourced resources.
      • Master’s degree preferred.

      KNOWLEDGE, SKILLS AND ABILITIES

      • Understanding of maintenance practices, procedures, and techniques related to campus facilities, equipment, and systems.
      • Knowledge of budgeting principles and financial management, including budget development, monitoring, and allocation of resources.
      • Familiarity with relevant regulations, standards, and codes governing airport maintenance operations, safety, and security.
      • Knowledge of leadership principles, team management, organizational development, and performance management.
      • Understanding of mechanical, electrical, plumbing, HVAC, and other technical systems commonly found in airport environments.
      • Knowledge of project management methodologies, including planning, scheduling, budgeting, and resource allocation.
      • Understanding of risk assessment and mitigation strategies to ensure the safety and reliability of maintenance operations.
      • Strong analytical skills, including ability to collect, organize and evaluate data and trends to develop logical conclusions.
      • Strong ability to influence and lead teams to be outcome oriented.
      • Excellent communication skills, both oral and written form, including ability to convey maintenance and response procedures, directives, and emergency plans clearly to staff, contract teams, and stakeholders.
      • Ability to use a computer and related software.
      • Ability to recognize, analyze, and solve a variety of problems.
      • Strong attention to detail, commitment to producing accurate work in a timely manner.
      • Quick decision-making skills and the ability to act decisively in urgent and emergency situations to ensure the smooth functioning of the airport.
      • Effective collaboration skills to coordinate joint activities and work effectively with stakeholders and external agencies.
