      GENERAL DESCRIPTION
      Under the general direction of the Business Systems Analysis Manager, the Business Systems Analyst II provides both functional and technical support to end users concerning enhancements, issues, and projects related to the Authority's applications. This intermediate-level position involves increased responsibilities and autonomy in managing service tickets, ensuring timely documentation and resolution in accordance with service level agreements (SLA). The Business Systems Analyst II – GIS develops data collection apps and analytics (i.e. dashboards, reports etc.) within the suite of ESRI’s low-code / no-code applications. Supporting GIS (ESRI/CityWorks), this role requires independent work as well as the ability to guide and mentor junior team members, collaborate with consulting resources, and assist with work orders. The role requires demonstrated proficiency in business process analysis and the ability to translate business requirements into technical specifications, with specialized knowledge in enterprise systems or geospatial technologies considered highly valuable for organizational digital transformation initiatives.

      ESSENTIAL FUNCTIONS
       Obtains a deep understanding of relevant business areas to recommend effective solutions and build high-quality requirements.
       Shapes business requirements by making recommendations and suggesting alternatives to proposed solutions.
       Translates conceptual user requirements into clear, detailed functional requirements for implementation.
       Facilitates stakeholder discussions to help resolve competing priorities between stakeholder groups and escalate issues as appropriate.
       Manages requirements scoping throughout the delivery process to ensure alignment with business goals.
       Respond quickly and prioritize requests for GIS maps, data analysis, and GIS applications.
       Compile, attribute, edit, and maintain data in geographic and operational databases, as well as the documentation that goes with it.
       Assist in the establishment and maintenance of GIS database quality control and assurance procedures.
       Collaborate with GIS Editors and Data Collectors to establish best data entry practices to ensure GIS data integrity, system performance and efficiencies, and procedure documentation.
       Provide GIS users with technical support and training on GIS applications and other GIS-related technologies.
       Assist in the conceptualization, gathering of requirements, analyzing, designing, and
       Documents current processes and models to identify inefficiencies or gaps in operations.
       Identifies and assists in prioritizing opportunities to streamline business processes for improved efficiency.
       Troubleshoots software issues and identify root causes of problems for resolution.
       Plans application system upgrades, installs new releases, and assists with migrations to ensure system integrity.
       Regular and reliable attendance is required as an essential function of the position.

      REQUIRED FOR ALL HCAA JOBS
       In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

       Complies with all HCAA Policies, Procedures, and Standards.


      QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
       Bachelor’s Degree in Geography, Information Systems, Computer Science, Management Information Systems, Computer Engineering, or a related field.
       Two (2) years experience in GIS Analyst, Business Analysis, Systems Analysis, or similar experience.
       Or equivalent combination of education, training, and experience.
       Must possess a valid Florida Driver License.


      PREFERRED QUALIFICATIONS
       Knowledge of Cityworks
       Knowledge of web development such as HTML, CSS, and REST APIs
       Programming skills in languages such as Python, Arcade, or JavaScript

      KNOWLEDGE, SKILLS, AND ABILITIES
       Skill in developing ESRI apps (Survey123, Dashboards, Field Maps, Experience Builder, Hub).
       Skill in problem resolution, negotiation, and influencing outcomes effectively.
       Ability to engage both developers and business partners to achieve target outcomes.
       Knowledge of Agile development methodologies and Agile planning tools.
       Knowledge data analytics and SQL to support decision-making processes.
       Ability to communicate effectively orally and in writing.
       Ability to establish and maintain effective working relationships with others within and outside the Authority.
       Ability to handle restricted, sensitive, and confidential information.
       Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
