      The Public Works Engineering Department is looking to hire an Accessibility Compliance Coordinator.

      The Accessibility Compliance Coordinator provides central oversight of the department’s implementation of Americans with Disabilities Act (ADA) and civil rights programs and the City’s implementation of temporary pedestrian access routes (TPAR). TPAR implementation includes training programs, program documentation, internal and external communications, and audits of construction projects and permits related to TPARs in compliance with the ADA. Under general direction, plans, organizes and manages a complex program area. Oversees, coordinates and/or performs a variety of advanced professional duties which involve the management and analysis of administrative systems, policies, procedures and practices in the assigned program area; may supervise professional and support staff or function as program lead for a complex and frequently sensitive program area; provides complex staff assistance to staff managing related programs and activities, division managers and/or Executive Managers.

      Salary Range : $43.65 - $58.93 / hourly; $90,792.00 - $122,574.40 / annually

      Location: 180 W 8th Ave, Eugene, OR
      Work Schedule: The City of Eugene is shifting to a work environment of primarily in the office work to foster collaboration and connection. New employees must work on site full time for the duration of their probationary period (typically 12 months). Following the probationary period employees may utilize a flexible working environment one day a week per the Alternative Work Policy.

      Temporary Pedestrian Access Routes (TPAR) program coordination across multiple departments and divisions. Lead the development of policies and practices to implement the TPAR program and oversee implementation across multiple departments and divisions.

      Managing and collecting information regarding construction sites and temporary pedestrian access routes throughout Eugene, including capital, operations and permitted work. Distributing the information to external and internal stakeholders via various communication methods, including online resources and direct communications.

      Audits of TPAR plan reviews, approvals, and inspections. Review practices and policy implementation across multiple departments and divisions to ensure compliance with ADA and the referenced settlement agreement. Report of results of audits to leadership team.

      Develop, coordinate, and contract and provide management of consultant services related to TPAR implementation and annual accessibility trainings (staff, utilities, and contractors). Consultant services are needed to provide trainings to internal and external parties implementing temporary pedestrian access routes within the right of way. Consultants will also:

      • review various programs and make recommendations for improvements
      • participate in program audits
      • prepare program materials for internal and external communications
      • be utilized to prepare quarterly reports required by the settlement agreement

      Primary public contact for TPAR coordination and complaints. Complaints about ADA compliance in the right of way will be routed through this position for response and tracking in compliance with the City’s ADA Transition Plan for the Public Right of Way and the referenced settlement agreement.

      Supervise Engineering Division Civil Rights and Accessibility Analyst responsible for implementing required process and reporting related to civil rights programs on federally funded projects, Title VI of the Civil Rights Act and the Eugene ADA Transition Plan for the Public Right of Way.

      Responsible for managing and coordinating various elements within the assigned program area.

      Formulates and implements operating policy to facilitate functions throughout the city organization.

      Oversees and/or performs a variety of highly complex professional technical, analytical and consultative work focusing on analysis, project development and implementation, organizational assessment and evaluation, program evaluation and program recommendation.

      Develops program goals, objectives, policies and budget proposals; consults with managers and supervisors to identify and develop program goals.

      Conducts complex analytical studies involving large, diverse and complex structures and functions; conducts and/or oversees studies with considerable impact upon the organization.

      Plans and organizes assignments in the program area to achieve established objectives and time schedules, including assigning work activities, projects and programs; monitoring work flow; reviewing and evaluating work products, methods and procedures; developing methodology and schedules; completing or directing staff in completing assigned or special projects; preparing or overseeing the preparation of final reports and recommendations. May supervise the performance of outside consultants.

      Reviews work products or activities for adherence and compliance with sound management practice and Federal and State laws and guidelines. Recommends changes, additions or revisions to policies and processes. Reviews complaints and performs effective problem solving.

      Interprets and provides advice regarding City policies and procedures to Executive Managers, Division Managers and supervisors; recommends solutions to political sensitive situations; interprets complex policies and situations, evaluates and grants exceptions to policies and procedures.

      Recommends changes in structure, policies, procedures, and methods in the assigned program area; proposes strategies for implementing changes; oversees implementation of changes.

      Serves as liaison and provides assistance to City departments, employees, and the public regarding complex City policies, practices and processes.

      If supervisory duties are assigned: Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

      Ensures implementation of and adherence to the City's Affirmative Action and diversity work plans. Coordinates the implementation of effective processes and models to produce diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.

      Plans, prioritizes, coordinates, assigns, supervises and reviews the work of professional, technical, or other clerical staff.

      May prepare and administer budget for programs and projects; prepares cost estimates for budget recommendations; monitors and controls expenditures.

      Performs other duties as assigned.

      A typical way to obtain the knowledge and abilities would be:

      Experience:
      Four and a half years of related professional experience, preferably in the public sector, including at least one year of supervisory or program management experience.

      Training:
      Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area. Example areas of study may include: disability studies, social sciences (law, policy), political science (public administration, law, public policy), planning, public policy and management, communications. Additional qualifying professional level experience may be substituted for the educational requirement.

      The Ideal candidate will possess the following knowledge, skills, and abilities:

      Knowledge of:
      Legal requirements of ADA and civil rights regulations.

      Positive methods of communication with internal staff and external permitted stakeholders to implement process improvements in compliance with legal responsibilities. Communication skills with sponsors and leadership in order to provide updates on program progress, address concerns, and solicit support.

      Skills to lead and guide city project managers and operations staff on program requirements, ability to audit work performed by others, and identify and communicate needed corrections.

      Maintain awareness of, and sensitivity to, the needs of diverse populations and their customs, cultures and backgrounds.

      Information systems to maintain organized program information and data; manage records for third party review.

      Latest trends and methods in the assigned program area.

      In-depth knowledge of legal requirements and impacts in the assigned program area.

      City organizational structures and interrelationships.

      Principles and practices of program management.

      Principles and practices of budget preparation and administration.

      Principles of supervision, training and performance evaluation or professional program/ project leadership.

      Ability to:
