      OUR MISSION

      Our mission is to ensure the physical and operational integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

      About this position

      The Southeast Louisiana Flood Protection Authority- East has a combined budget of $55 million and encompasses a number of funds, expenditure types and income sources. Properties and facilities include 192 miles of floodwalls, 252 floodgates, 8 complex structures and 3 permanent canal closure pump stations. The accounting system tracks expenditures across 8 dimensions including Fund, Department, Function, Activity, Grant, Project, Location, and Equipment type. This cost accounting system adds orders of magnitude of sophistication and maintenance requirements. In addition, the Southeast Louisiana Flood Protection Authority -East is funded by the 3 underlying levee districts which require the administration of an intercompany billing system related to shared costs.


      The types of revenues received include ad valorem taxes, investment income, oil and gas royalties, federal and state grants (currently 4), state revenue sharing, and other miscellaneous revenues, such as rents, commissions and fees. The management of income received from these revenue sources is handled through the accounting system. The expenditures and related responsibilities include payroll and related benefits processing, payroll deductions and contributions remittances, travel, contract services, materials and supplies, professional services, equipment, construction contracts for major maintenance and capital improvements.

      Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

      Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR

      A bachelor’s degree with twenty-four semester hours in accounting; OR

      A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR

      An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR

      Possession of a Certified Public Accountant (CPA) license.

      EXPERIENCE SUBSTITUTION:
      Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

      • Process the bi-weekly payroll for all the departments within the Flood Protection Authority, the Orleans Levee District, the East Jefferson Levee District, and Lake Borgne Levee District, along with the two police departments from the Orleans Levee District and East Jefferson Levee District in the ADP payroll system.
      • Responsible for updating the payroll system (ADP) or coordinating with the Human Resources department adjustments to employees, including new hires, terminations, salary adjustments, tax withholdings, direct deposit information, and leave balances.
      • Prepares and processes payroll liabilities such as Federal and State taxes, retirement reports, and other employee directed deductions, including police detail departments.
      • Assist management in preparing financial data for the monthly Finance Committee meeting agenda, ensuring accuracy and completeness of the analysis.
      • Calculates and prepares bi-weekly invoicing of security details worked by police officers to various organizations and agencies. Follows up on outstanding payments due and researches and resolves discrepancies in amounts received.

      NOTE: The incumbent may be required to work remote during emergency events (high tide, hurricanes, etc.) as needed.

      This position participates in a Career Progression Group (CPG) and may be filled as a Accountant 1 or 2.
      Work Schedule:
      This is a full-time position (40-hour work week); it offers a work schedule of four 10-hour days, Monday - Thursday.
      Compensation:
      Full-time employees are eligible for a compressive benefits package, including participation in the state’s retirement plan, health insurance, agency-paid short-term disability coverage, paid holidays, and paid annual and sick leave.
