- Independently performs technical accounting work and fiscal reporting for the Agency.
- Coordinates payroll and prepares staff payroll vouchers, including for Emergency, Temporary, and Contractual employees; prepares related benefit time summary sheets.
- Assists staff in various fiscal related work processes.
- Assists Accountant Supervisor in procuring contracts with vendors and completes forms in the processing of new contracts or renewal of current contracts.
- Assists with external audits. Prepares documentation and reports for GAAP statements and year-end audits according to CUSAS procedures and auditing standards.
- Assists with the preparation of Illinois Arts Council Foundation reporting.
- Keyboards a variety of complex reports, including financial statements, budget forms, and obligations. Prepares correspondence, including audit reports and letters pertaining to the fiscal office. Conducts property inventory; records, tags, and prepares addition/deletion reports.
- Performs other duties as required by the Executive Director and the Chief Fiscal Officer and which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
- Prefers two (2) years of professional experience with accounting and auditing theory, principals, methods, and procedures.
- Prefers two (2) years of experience preparing, analyzing, and interpreting accounting records and reports.
- Prefers two (2) years of experience performing detailed work involving written or numerical data.
- Prefers two (2) years of experience making arithmetical calculations rapidly and accurately either manually or by machine.
- Prefers one (1) year of experience utilizing standard office software (e.g., MS Office 365), Enterprise Resource Planning Systems and Applications (e.g., SAP), and Statewide Accounting Management Systems (SAMS) or comparable software.
- Prefers one (1) year of payroll experience.
- Prefers one (1) year of experience in an office setting establishing and maintaining satisfactory working relationships with other employees and the public.
- Requires completion of background check and self-disclosure of criminal history.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Position Overview
The Illinois Arts Council is seeking a qualified individual with knowledge of professional accounting and auditing theory, principals, methods, and procedures. Under the general direction of the Accountant Supervisor, this individual will work independently to perform technical accounting work and fiscal reporting and to coordinate payroll for the agency.
