Job Title: Accountant IV-Business Services
Wage/Hour Status: Nonexempt
Pay Group: S70 Salary Plan
Primary Purpose: Performs complex accounting and payroll processing work. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Qualifications:
Education/Certification/Experience:
Bachelor’s Degree from a college/university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA).
Major course work in Accounting, Business Administration, Finance, or a related field preferred.
Four years of full-time, wage-earning experience in payroll, accounting, auditing, bookkeeping, human resources or statistical analysis is required.
Each year of experience in excess of the required four years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.
Special Knowledge/Skills:
Knowledge of applicable state and federal laws, rules, regulations, and statutes preferred.
Knowledge of standard accounting practices and procedures.
Knowledge of WSD organizational structure preferred.
Knowledge of automated financial information systems.
Skill in the use of computers and related equipment in a stand-alone or local area network environment.
Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
Skill to prepare and maintain complex records and files in an automated system.
Skill to coordinate with other staff, departments, agencies, and organizations.
Skill in problem-solving methods.
Ability to communicate effectively.
Major Responsibilities and Duties:
1. Participate in computing and processing payroll transaction documents to include new hires, terminations, transfers, and promotions.
2. Prepare the Dock report and verify accuracy.
3. Enter, update and retrieve time reporting information for substitutes, hourly employees, and short-course and apprenticeship contracts.
4. Maintain appropriate payroll processing controls and assist with setups of deductions, garnishments, voluntary deductions, terminations, Employee’s Withholding Allowance Certificate (W-4) and direct deposits, including returned monies and payment cancellations.
5. Maintain internal controls to ensure proper deductions and distribution of money collected for deferred compensation, flexible benefits programs, child support programs, Internal Revenue Service levies, and other deductions.
6. Prepare and maintain TRS reporting information for each payroll processed. Assist in the maintenance of the TRS Service Purchase File for payroll purposes.
7. Assist in the preparation of salary changes for new fiscal year.
8. Balance annual reports, gross balances, deduction balances and assist in creating W-2 wage statements for all WSD payroll payments.
9. Provide guidance and assistance to resolve issues related to payroll matters and tax issues.
10. Prepare monthly expenditure reports and process billing for federal grant and state fund reimbursements.
11. Prepare general journals and cash receipt vouchers; and maintain accounting records for expenditures and collected revenue.
12. Perform other duties as assigned.

14. Prepare, compile and maintain reports, records, and other documents required for federal grant or state funds.
15. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.
16. Follow Windham School District policies and procedures in completing assigned job duties.
17. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.

Work inside and outside, noise, radiant/electrical energy, work alone, work with others, around machines with moving parts and objects, possible exposure to microwaves in use, exposure to hot and cold temperatures, exposure to dust and cleaning chemicals.
