      Position Overview

      The Illinois Department of Insurance is seeking to hire an Accountant in the Insurance Tax Administration Unit of the Finance Section. This position performs professional accounting and auditing work involving the maintenance of Insurance Tax funds and the preparation of related financial reports; examines and reconciles the receipt of securities investment, correspondence and documents from insurance companies and financial institutions; examines and verifies documentation of security deposits, certifications and financial reports and prepares confirmation reports; serves as accounting liaison to non-state entities to research Department of Insurance (DOI) tax statement problems; assists with the audits of the semiannual Surplus Lines Privilege Tax filings.       Essential Functions

      • Examines and reconciles the receipt of securities investment, correspondence and documents from insurance companies and financial institutions to deposit, withdraw, or exchange securities for various insurance entities of over $1 billion each year that are required to be held in custodial account in order to meeting statutory requirements:
        • reviews and verifies Community on Uniform Security Identification Procedure (CUSIP) number established by the Securities and Exchange Commission to identify security types and records changes on the automated system,
        • completes correspondence to the custodial agent for notification of changes to complete security transactions,
        • maintains the Statutory Deposit system and initiates corrective action,
        • provides monthly reports on the amount of securities investment for the various insurance entities for supervisor review to be used at management meetings.
      • Maintains and examines, by various funds and accounts, the complex systems used for accounts receivable information:
        • prepares and processes for agency funds accounting statements, credit memos and invoices for fees payable based on information obtained from the accounting systems,
        • verifies account numbers and account information through accounting system lookup,
        • maintains a credit log and prepares control totals for entry into the accounting system,
        • compiles information and prepares reports for management review to be used for collection of accounts receivable information.
      • Examines and reconciles internal accounting records and ledgers with source documents and the State Accounting Management Systems (SAMS) records for the various insurance related General Revenue Fund taxes and Dedicated Funding fees funds:
        • identifies issues and initiates corrective action with agency or vendors,
        • prepares required Comptroller reconciliations and reports for supervisor approval.
      • Examines and prepares security confirmation, certifications and financial reports for insurance entities, financial institutions, independent auditing firms, and other department staff:
        • examines financial records and statement summary reports to provide detailed investment reports to the Office of Management & Budget and Office of the Comptroller for analysis purposes.
      • Reviews accounts receivable aging reports and examines accounts receivable data to identify receivables exceeding past due thresholds:
        • based on past due accounts follows up through correspondence with agencies, local governmental units, non-governmental units, etc. to determine status of accounts receivable or to set up an agreement for payment,
        • submits payment schedule to supervisor for review,
        • prepares monthly accounts receivable aging reports for supervisor approval.
      • Serves as accounting liaison to non-state entities to research DOI Surplus Lines Privilege Tax statement audit problems with underlying supporting detail and coordinate with staff of the Regulatory Sections to determine companies required to pay taxes and verify that appropriate tax payments were received:
        • in the absence of supervisor, serves as a liaison for all State’s Accounting Information System (AIS) issues with the representatives of the Department of Central Management Services and agencies employees.
      • Performs development, testing and implementation of enhancements to existing and new systems for DOI tax administration:
        • provides tax and fiscal assistance to other staff.
      • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business administration and accounting or requires four (4) years of technical accounting experience.

      Preferred Qualifications

      • Prefers at least two (2) years of experience gaining elementary knowledge of professional accounting and auditing theory, principles, methods and procedures.
      • Prefers at least two (2) years of experience gaining elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
      • Prefers at least two (2) years of experience gaining elementary knowledge of office methods, procedures, standard office accounting machines and equipment.
      • Prefers demonstrated ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems.
      • Prefers demonstrated ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
      • Prefers demonstrated ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.
      • Prefers demonstrated ability to establish and maintain satisfactory working relationships with other employees and the public.

      The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including, but not limited to, licensing and educating insurance agents, investigating Workers Compensation fraud, and examining the operations and finances of insurance companies domiciled in the state.
