      Job Overview

      The Illinois Environmental Protection Agency (IEPA), Director/Chief of Staff, Chief Financial Officer (CFO) Finance Section, Accounting and Cash Management/Fees, is seeking to hire an individual to serve as an Accounting & Fiscal Admin. Career Trainee (AFACT), receives training for a period of six to twelve months in performing professional accounting and auditing duties as an Expenditure Control accountant. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

      Job Responsibilities

      35% 1. Receives training for a period of six to twelve months in performing professional accounting duties for the Director/Chief of Staff, Chief Financial Officer (CFO) Finance Section, Accounting and Cash Management/Fees;

        • Entering and updating customer account data in fee billing systems and tracking programs.
        • Auditing and reporting on account receivable balances of State and Federal sources that have been assessed a fee.
        • In making determinations of account balances and their accuracy.
        • In recommending adjustments to ensure proper procedures are adhered to by verifying daily reports for discrepancies in billing and posting.

      25% 2. Receives training in performing professional accounting duties;

      • Monitoring and tracking customer account balances using the Agency billing systems and the Statewide Accounting Program, Systems, Applications, Processes (SAP).
      • Processing and recording financial transactions in the Agency billing systems and the Statewide Accounting Program, Systems, Applications, Processes –(SAP).
      • Reconciling internal Bureau spreadsheets and billing systems with the Statewide Accounting Program, Systems, Applications, Processes –(SAP).
      • Utilizes a personal computer and accounting software n performance of duties.

      15% 3. Receives training in the collection of overdue fees;

        • Reviewing past due receivables to ensure accounts receivable policies and procedures are adhered to.
        • Placing accounts into the Comptroller’s Offset System and monitoring the accounts in offset for payments received.
        • Placing accounts with Private Collection Agencies.
        • Monitoring of accounts with Private Collection Agencies for payments received.

      15% 4. Receives training to assist Cash Management Unit staff with opening mail, processing cash receipts and researching unknown cash receipts as assigned or directed.

      05% 5. Receives training in compiling and maintaining budgetary reporting information;

        • Compiles information related to fees in preparation of annual legislative budget documents to be submitted to the Governor’s Office of Management and Budget (GOMB).
        • Assisting in other reporting required for Agency fees.

      05% 6. Perform other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

      Minimum Qualifications

      1. Requires a bachelor's degree in accounting or an allied field.
      2. This class is included as an Upward Mobility Program credential title.

      Preferred Qualifications (In Order of Significance)

      1. Prefers ability to prepare comprehensive written and oral reports.
      2. Prefers ability to understand and follow oral and written instructions.
      3. Prefers ability to profit from training received in the designated area of state government.
      4. Prefers ability to establish and maintain harmonious working relationships with other employees and agency representatives.
      5. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.

      Conditions of Employment

      1. Requires the ability to travel.
      2. Requires a current and valid driver’s license.
      3. Requires the ability to pass a name-based background check.
      4. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
