- Financial Transactions: Process voucher expenditures, interagency payments, purchase order payments, accounts receivables, outside medical expenditures, capital asset expenditures, contract payments, expenditure accruals, Department of Revenue garnishments, cash receipting, revenue reductions, revenue transfers, and cost allocations.
- Compliance: Ensure adherence to the authoritative requirements of the Governmental Accounting Standards Board (GASB), Oregon Revised Statutes (ORS), Oregon Administrative Rules (OARs), Oregon Accounting Manual (OAM), Internal Revenue Code (IRC), state procurement policies, and agency/hospital guidelines.
- Banking Functions: Perform trust account banking services for over 500 patient accounts, ensuring accuracy and compliance with relevant standards.
- Cross-Training: Participate in cross-training for both accounting and banking functions as needed, with a primary focus on banking operations.
- Systems Proficiency: Experience with Avatar, SFMA, or similar accounting and banking systems.
- Regulatory Knowledge: Understanding of GASB, ORS, OARs, OAM, IRC, and state procurement policies.
- Financial Acumen: Strong background in processing a variety of financial transactions and maintaining compliance with regulatory requirements.

Preference will be given to candidates with prior experience in health care related fields, are able to demonstrate research and analytical skills, and is expected to be the subject matter expert in the respective fields of revenue cycle operations.
Skill operating a computer terminal or microcomputer to enter, update, or retrieve information.
Proficient math, and basic knowledge of bookkeeping principles, methods, and procedures.
Skill calculating percentages, ratios, discounts, etc.
Skill using a calculator or a 10-key adding machine.
Skill recording, processing, or compiling accounting or monetary information.
Proficiency in interpreting/implementing regulatory standards and following operations manuals.
Skill communicating, either verbally or in writing, to gather or exchange information.
Basic Microsoft Word and Excel experience
Basic knowledge of office procedures, equipment, and machines.

Oregon State Hospital (OSH) is seeking an Accounting Technician .
The Accounting Technician is a vital member of the Business Services Department at the Oregon State Hospital (OSH). The Accounting and Banking Office provides essential fiscal and patient banking services to support the operations of OSH. This role primarily focuses on utilizing systems such as Avatar and the Statewide Financial Management Application (SFMA) to perform critical accounting and trust banking functions.

WHAT WE ARE LOOKING FOR:
Required Qualifications:
Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits;
OR
One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2;
OR
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
Training or experience must include using a computer to enter, update, or retrieve information.
