      This position serves as the Accounting Technician in The Office of the Public Guardian, with a specialized focus on fiscal oversight, client asset management, and direct administration of the Public Guardian Representative Payee Program. Key responsibilities include conducting inventories and managing client assets, such as cash, real, and personal property, overseeing financial resources, maintaining accurate financial records, developing and approving monthly budgets, tracking expenditures, and preparing reports. This position will also ensure timely and accurate reporting to the Social Security Administration (SSA).

      A primary function of this position is managing the Public Guardian Representative Payee Program. The Accounting Technician will serve as the main point of contact, reviewing applications submitted by case managers to determine client eligibility. Once enrolled, the position will coordinate closely with case managers to manage clients’ Social Security benefits. Duties include monitoring SSA income, processing payments for housing, food, utilities, and personal needs, and maintaining complete and compliant records for SSA reporting.

      Additional responsibilities include financial management for Conservatees under LPS and Probate conservatorships. This involves asset protection, property management, public benefit coordination, and the preparation of court required financial accountings. The Accounting Technician will also serve as a backup to the Public Guardian Accountant, supporting tasks such as check processing, report preparation, electronic and physical filing, and deposits.

      This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time.


      Knowledge of:
      Purposes, methods and practices of technical financial record-keeping; governmental accounting and budgeting; accounting and auditing principles, practices and procedures; office methods, practices, procedures and equipment.

      Ability to:
      Prepare accurate financial summaries and reports; perform complex accounting paraprofessional work with minimal supervision; make mathematical calculations accurately and quickly; skillfully operate adding machines and calculators; learn to operate automated office equipment including word processors, personal computers, data processing equipment, facsimile, electronic copiers, printers and other modern office accounting equipment; learn statutes and regulations governing assigned duties; supervise and train subordinate personnel; establish and maintain effective working relationships.

      Education and Experience

      A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

      Either A: Four years of experience as an Account Clerk or equivalent position.

      Or B: Two years of experience as a Senior Account Clerk or an equivalent position.

      Or C: An A.S. degree from an accredited college which includes 6 semester units of Accounting.
      Licenses and Certificates

      Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver's license will be required at the time of appointment.
