      The Department of Community and Human Services (DCHS) is seeking a skilled, knowledgeable, and highly motivated team player to serve as the Business and Finance Officer I (BFO I) within the department’s Finance and Contracts Services Division.

      The BFO I position supports the Behavioral Health and Recovery Division (BHRD) by ensuring both contract and non-contract invoices are processed timely and accurately. This activity is critical to the effectiveness and sustainability of the behavioral health system as community behavioral health providers rely on timely, accurate, and predictable payments from the County. Additionally, this position is relied upon to provide additional financial support to the BHRD fiscal team as needed.

      This position is part of the Accounts Payable team. It reports directly to the Accounts Payable Lead (BFO III) and supports activities across the entirety of the Behavioral Health and Recovery Division. It works closely with internal partners, including other BHRD fiscal staff, the Provider Relations team, and BHRD program staff. It may also work directly with external community behavioral health providers and non-contract vendors.

      This posting will fill 2x Term-Limited Temporary positions anticipated to end 17 months after the start date. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).

      WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 12/31/2025, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by Protec17.

      MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.       TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

      Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .       • Process behavioral health provider invoices to ensure prompt and accurate provider payment
      • Review and reconcile transactions to ensure data integrity
      • Work with the Provider Relations team to address billing or provider issues
      • Support year-end fiscal activities, including invoice deadlines and accrual processing
      • Monitor and report expenditures and/or revenues and perform budget maintenance activities such as forecasting, cost projections, cost summaries, and cash flow analysis.
      • Perform routine and well-defined program and performance analysis. Plan and develop presentation materials as an integral part of analysis and recommendations.
      • Review, analyze, and/or prepare ad hoc analysis as necessary
      • Collaborate with other staff and management in the development and/or review of appropriations and/or ordinances.
      • Collaborate with other staff and management in the development, preparation, and review of financial and operational plans and/or systems.
      • Update and maintain data and other information for projects, databases, budget models and systems.
      • Perform routine financial and program systems audits. Monitor, track, and report audits and project and/or program status.
      • Provide support for the coordination, interpretation, and implementation of applicable federal, state, and local laws, policies, and procedures.
      • Maintain an accounting and/or financial reporting system.
      • Provide support for the management of specific financial and/or investment functions to meet all federal, state, and local requirements.
      • Coordinate the administration of grants and contracts.
      • Perform other duties as assigned.
      • Ability to work collaboratively with program managers to secure integrated work products.
      • Demonstrated proficiency with MS Excel, Word and PowerPoint
      • Knowledge of financial statement analysis and/or compliance audits.
      • Ability to work collaboratively with program managers to secure integrated work products.
      • Knowledge of Generally Accepted Accounting Principles (GAAP)
      • Knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems or other automated financial management systems
      • Knowledge of contract administration processes
      • Knowledge of revenue collection principles and practices
      • Knowledge of organizational management principles
      • Strong organizational skills
      • Skill in problem-solving, decision-making, and analysis
      • Skill in reading, writing, understanding, and following technical instructions
      • Skill in handling a number of projects or tasks simultaneously

      Desired Experience, Qualifications, Knowledge, Skills

      • Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles.
      • Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
      • Knowledge of financial statement analysis and/or compliance audits.
      • Advanced knowledge of Agiloft, Oracle/EBS, and Oracle budgeting.
