The Commonwealth of Massachusetts strives to be an inclusive employer and has established a Model Employer strategic plan that is designed to include the representation of people with disabilities in the Commonwealth's workforce.

The MassDOT and MBTA follow this strategic approach and make efforts to support people with disabilities who seek employment or who are employed by our agencies.

The Office of Diversity and Civil Rights (ODCR) carries out a regulatory responsibility for providing Americans with Disabilities Act coordination to ensure that people with disabilities are afforded reasonable accommodations to support their carrying out the duties of their positions, and to provide a resource in response to disputes and complaints where a disability may be involved. Through the process of conducting outreach, responding to individual requests for accommodation and providing training to managers and staff, ODCR supports MassDOT, MBTA and the Commonwealth in achieving the diversity and inclusion that are explicitly part of our agency mission and the Commonwealth's broader objectives.

The ADA/504 Coordinator's responsibilities include but are not limited to the following:

      • Ensure compliance with the Americans with Disabilities (ADA) Act, Sections 503 and 504 of the Rehabilitation Act of 1973, M.G.L. Ch. 151B, and other federal and state laws and regulations relating to persons with disabilities.
      • Assist in the development of accommodation resources and implement policies, programs, and practices needed to foster an inclusive, welcoming environment for all employees of the Massachusetts Department of Transportation. Serve as the primary point of contact for ADA accommodation for employees and applicants for employment.
      • Promote dialogue, facilitate interaction and strengthen alliances with external constituencies that represent and support the inclusion of individuals with disabilities.
      • Assist the Assistant Secretary for Diversity and Civil Rights and the Director of Federal Programs in the development of MassDOT's ADA and inclusion strategic plan.
      • Assist and collaborate with other members of ODCR’s Internal Program Team in the development and implementation of MassDOT/MBTA’s Equal Employment Opportunity plan as it relates to the success of equity and inclusion programs for people with disabilities at MassDOT/MBTA.
      • Assist, collaborate with and serve as a subject matter expert for Legal, Human Resources and other MassDOT Departments in the areas of disability rights and responsibilities.
      • Ensure that appropriate processes are in place to provide for the prompt and equitable resolution of complaints and inquiries from MassDOT employees, applicants, and others, as well as the public.
      • Develop and disseminate written materials and other informational pieces regarding the ADA and MassDOT's policies relating to persons with disabilities.
      • Develop and implement processes to track and monitor hiring, retention, training, presentations and other engagements with MassDOT/MBTA.
