      Job Responsibilities

      This position is accountable for building and maintaining business forms and automated workflow processes using various software to facilitate the paperless goals of the department and the requirements of the Forms Management Program (FMP) and completing special projects as requested.

      This position reports to the Digital Documentation Services (DDS) Unit Manager. There are no subordinates reporting to this position.


      This position serves as one of the contacts for the Illinois Department of Transportation (IDOT) Forms Support staff and contributes to the maintenance of forms, templates, and workflows utilized by the entire department. This position performs special projects for the Bureau of Information Processing (BIP) which involves working with department employees to evaluate business forms and processes and develop and implement recommendations for improvement. The incumbent works with additional BIP staff to add or revise internet and intranet content to ensure users have access to the most recent versions of forms and templates.


      Typical problems involve coordinating communication between business process, form owners, department-wide forms management coordinators (FMC), and users bridging differing requirements and accommodating customer requests, while adhering to departmental policies and maintaining a timely turnaround on requests. The greatest challenges are staying abreast of advances in technology, researching, implementing, and troubleshooting various technical issues for form and workflow development, including the use of scripting languages such as HyperText Markup Language (HTML), Form Calc, and JavaScript while multi-tasking, shifting priorities, and meeting deadlines.


      The incumbent develops and maintains forms, templates, and workflows in various form development software using Adobe Experience Manager (AEM) Designer; AEM forms; Microsoft Forms, Microsoft SharePoint, DocuSign, Word, Excel and other technology adopted by the department. The incumbent researches new technologies for form and workflow development. The incumbent serves as a member of the IDOT Forms Support, posting new, modified and eliminated forms. The incumbent meets with customers to gather requirements for form builds/revisions and ensures user acceptance testing is completed, and requirements of forms/workflows have been met. The incumbent maintains an up-to-date status for all templates and forms owned by the BIP and coordinates with the DDS Manager to maintain an up-to-date status of DDS procedural documentation. The incumbent also completes special IT specific projects for the bureau as needed.

      The incumbent has general latitude to manage the workload independently with little direction from the DDS Unit Manager. Problems of an unusual or difficult nature are referred to the DDS Unit Manager with recommendations for resolution. The incumbent operates within the framework of departmental standards, policies, and procedures as well as governing federal and state statutes.


      Internal contacts include departmental FMCs, additional BIP staff, and department staff throughout the entire state. External contacts include other state agency personnel. This position requires occasional statewide travel which may include overnight stays.


      The effectiveness of this position is measured by the incumbent’s ability to produce high quality work which meets the needs of the department and external form users, successfully maintain a reasonable turnaround time on requests, provide timely technical support to users, and maintain current and accurate DSU policies and procedures.

      Principal Accountabilities

      1. Develops and maintains forms, templates, and workflows in various form development software (AEM Forms, AEM Designer, MS Forms, DocuSign, etc).
      2. Researches new technologies for form and workflow development.
      3. Serves as a member of IDOT Forms Support – posting new, modified and eliminated forms.
      4. Meets with customers to gather requirements for form builds/revisions and ensure user acceptance testing is completed and requirements of forms/workflows have been met.
      5. Performs special assignments for the DDS Unit Manager, IT Governance, Risk and Compliance Section Manager, and Bureau Chief of Information Processing.
      6. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
      7. Performs other duties as assigned.

      Position Requirements

      • Education/Experience:

      • Completion of a bachelor's degree majoring in computer science or management information systems; OR
      • Completion of two years of college majoring in computer science or management information systems plus two years of experience designing and developing electronic forms; use of technical scripting languages such as HTML, JavaScript or FormCalc; implementing International Standards Organization (ISO) 9001 document control requirements or a combination thereof; OR
      • Six years of experience designing and developing electronic forms; use of technical scripting languages such as HTML, JavaScript or FormCalc; implementing International Standards Organization (ISO) 9001 document control requirements or a combination thereof.

      • Valid driver’s license.
      • Occasional statewide travel which may include overnight stays.
      • Successful completion of a background check.

      Position Desirables

      • Experience developing dynamic Adobe PDF forms using AEM Designer, Microsoft Forms or related software.
      • Experience developing adaptive web forms and/or workflows using AEM Forms, Microsoft SharePoint or related software.
