      This position is located in the Refugee, Asylum & International Operations Directorate, Research Division.

      As an Adjudications Officer (Research), you will be able to research, analyze and deliver country conditions information to support asylum and refugee adjudications.

      Duties


      • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
      • Monitor, collect, collate, and distribute human rights information and related country conditions throughout various regions and provide pertinent information regarding international law and conflicts.
      • Prepare reports, summaries, briefing materials, responses to congressional, inter-agency, NGO, and applicant inquiries regarding human rights violations.
      • Establish and maintain on-going liaison with other Federal Government Agencies, USCIS components, foreign government and non-governmental officials, social services organizations and other stakeholders who share an interest in human rights.
      • Perform management and/or program support work such as planning, research, analysis, written and verbal reports, correspondence control, communication and/or liaison internal and external to the agency and/or programs.
      • Manage and implement processes to ensure policies, guidance, legal authority, and country specific research are available to agency components as appropriate.
      • Maintain information awareness as it relates to Country Conditions reporting from a variety of sources.
      • Review foreign language documents, interpret, and interpret into English for reporting, summarizing or talking points.
      • Review and make determinations on cases; interpreting, applying, and enforcing the Immigration and Nationality Act; fulfill fraud detection responsibilities; oversee the planning and conduct of independent research concerning eligibility entitlement.
      • Serve as an expert in the organization, development, and implementation of multiple projects, which includes, leading, planning, and/or accomplishing complex special projects.
      • Advise top management on these projects by recommending the formulation and development of policies and procedures governing the execution of the Immigration Programs.

      Overview - USCIS is hiring six adjudications officer for five different research portfolios: Asia, Europe and Central Asia, Latin America and the Caribbean, Middle East and North Africa, and Sub-Saharan Africa.

      1 Adjudications Officer vacancy will be assigned to the Asia portfolio. The Asia portfolio is responsible for all of Asia, except for Central Asia and Arabic speaking countries in Southwest Asia. The Asia portfolio would include, but is not limited to, the following countries: Burma, China, India, Nepal and Pakistan.

      2 Adjudications Officers vacancies will be assigned to the Europe and Central Asia portfolio. The Europe and Central Asia portfolio would be responsible for all of Europe and Central Asia including, but not limited to, the following countries and regions: Afghanistan, Balkans, Iran, Russia and Ukraine.

      1 Adjudications Officer vacancy will be assigned to the Latin America and Caribbean portfolio. The Latin America and the Caribbean portfolio would be responsible for the entire region including, but not limited to, the following countries: Brazil, Colombia, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Peru and Venezuela.

      1 Adjudications Officer vacancy will be assigned to the Middle East and North Africa Portfolio. The Middle East and North Africa portfolio would be responsible for all of the Middle East and North Africa including, but not limited to, the following countries and territories: Egypt, Iraq, The Palestinian Territories, Syria, Turkey and Yemen.

      1 Adjudications Officer vacancy will be assigned to the Sub-Saharan Africa portfolio. The Sub-Saharan portfolio would be responsible for all of Sub-Saharan Africa except for the Horn of Africa. The Sub-Saharan Africa portfolio would be responsible for, but not limited to, the following countries: Burkina Faso, Cameroon, Central African Republic, Democratic Republic of the Congo, Ivory Coast, Mozambique and Nigeria.

      Selective Placement Factor: You must have the ability to communicate effectively (i.e. speak, read and write) in one of the following languages for the portfolio of your choice:
      • Asia Portfolio: Chinese, Mandarin dialect
      • Europe and Central Asia Portfolio: Dari, Farsi, Pashto, Russian, Ukrainian, or Serbo-Croatian
      • Latin America and Caribbean Portfolio: Spanish
      • Middle East and North Africa Portfolio: Arabic, Modern Standard dialect
      • Sub-Saharan Africa Portfolio: French

      GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
      • Demonstrated knowledge in one of the following regions: Europe and Central Asia, Middle East and North Africa, Latin America and the Caribbean, Asia, or Sub-Saharan Africa (culture, history, religion, and politics).
      • Experience researching country conditions throughout the world, analyze information, and provide written reports and recommended solutions.
      • Presenting country conditions information and research to internal and external stakeholders in a clear and detailed manner.
      • Familiarity with Immigration and Nationality Act (INA) and ability to interpret and analyze immigration policies relating to asylum and refugee programs.
      • Researching and reviewing program practices consistent with the Immigration and Nationality Act (INA) and country conditions throughout the world.
      GS-14: In addition to the requirements at the lower grade level(s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
      • Effectively deal with stakeholders and personnel from external organizations or agencies.
      • Analyzing, researching, developing and drafting new regulations, policies and procedures.
      • Expertise in analyzing the impact of existing or proposed legislation on asylum and/or immigration benefits programs.
      • Providing expert guidance, direction, and support on policy matters for immigration services.
      • Experience with laws and policy relevant to political and international rights violations.
      • Prepares written reports of findings which reflect a balance and which meet the policy intent and needs of the program.
