      POSITION SUMMARY: Responsible for implementation of the County-wide safety program and compliance with federal and State of Maryland safety and occupational health mandates, regulations, and requirements. This position is also responsible for related training and loss control initiatives for all County operations.

      STARTING SALARY HIRING RANGE:
      $33.89 - $65.25
      $70,483 - $135,727


      CLASS DESCRIPTION:
      Performs intermediate professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administrative support of a functional program and professional level analysis and coordination of functional office programs and activities.Include the following. Other related duties may be assigned.

      • Ensures compliance with Federal and State of Maryland standards, e.g., Maryland Occupational Safety & Health (MOSH), Occupational Safety & Health Administration (OSHA), Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Environmental Protection Agency (EPA), Code of Maryland Regulations (COMAR), and Howard County policy for drug and alcohol testing. This position may be required to report to work outside of regular business hours, and may be assigned to stand-by status on a rotating basis.
      • Serves as the County’s point of contact for occupational health initiatives, such as liaising with contracted medical providers for post-accident drug and alcohol testing, and updating policies related to respiratory illness and bloodborne pathogens.
      • Updates and maintains lists for program compliance pertaining to training, personal protective equipment (PPE), and corrective action(s).
      • Supports industrial hygiene initiatives. Works with contractors to evaluate and test County facilities, conduct air sampling, and may perform personal monitoring analysis. Communicates findings, recommendations, and corrective actions as appropriate.
      • Collaborates closely with Human Resources and supervisors to determine post-accident drug and alcohol testing, ensures proper reporting of all infractions to respective local, State, and Federal agencies, and determines corrective actions.
      • May assist HR staff in conducting pre-employment driver screening during the new employee onboarding process to maintain regulatory compliance.
      • Reports workplace illness- and injury-related data in OSHA 300 & 300A logs and conducts related follow-up inquiries to ensure compliance.
      • Communicates effectively and reports trends or issues to management.
      • Prepares and files compliance reports.
      • Reviews and supports all internal and external audits as requested.
      • Interprets new regulations, standards, and guidelines to incorporate changes into the Howard County Safety Program.
      • Serves as a Subject Matter Expert and provides both formal and informal guidance to County employees on matters of Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Code of Maryland Regulations (COMAR), and Howard County policy for drug and alcohol testing and Entry Level Driver Training requirements.
      • Writes and maintains safety guidelines and policies that are current and comprehensive, that reflect County best practices, and that satisfy the requirements of Federal, State, and County safety and industrial health standards.
      • Identifies and implements safety training needs for all County departments by conducting field training or assisting departments with arranging specific safety training.
      • Develops and maintains statistical reports in Microsoft Office and Risk Management Information System, and prepares formal and informal written administrative reports as required. Identifies and evaluates hazards through statistical reports against established benchmarks and existing data to propose and implement appropriate preventative measures, safeguards, and controls.
      • Manages compliance of County departments’ Federal, State, and County safety and health documentation and reports, including OSHA reports, SDS (Safety Data Sheets) and chemical inventory lists. Pulls and compiles data to file with regulators.
      • Maintains a central reference source for safety related information and provides technical guidance on safety and industrial health related matters to all County departments. Stays abreast of changing industry policies, practices, and guidance by attending webinars, trainings, and conferences as applicable.
      • Chairs, organizes, and/or attends meetings with employees, supervisors, and upper management to discuss specific safety issues.
      • Supports Emergency Management Operations, as needed.
      • Supports the Risk Management & Safety Manager and Assistant Risk Management & Safety Manager with special projects, such as identifying potential hazards with new or existing programs and conducting pre-event safety inspections for special events.
      SUPERVISORY RESPONSIBILITIES:
      This job has no direct personnel supervisory responsibilities.Bachelor's Degree and two (2) years of related experience, or equivalent combination of education and experience.

      PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
      • College level course work in occupational safety and health technology.
      • OSHA 30-Hour certification.
      • Certified Safety Professional (CSP) designation.
      • Certified Industrial Hygienist (CIH) designation.
      • Knowledge of FMCSA/DOT compliance requirements.
      • Knowledge of regulations and qualification for CDL holders.
      • Ability to demonstrate commitment to compliance with applicable laws and regulations, policy and procedures and other relevant regulatory standards.
      • Ability to solve problems and take initiative on any compliance issues.
      • Ability to read and interpret documents and data.
      • Attention to detail.
      • Computer skills - inputting data, reading charts, using Microsoft Office (Mail, Word, and Excel).
      • Excellent oral and written communication skills.
      • Experience with Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Code of Maryland Regulations (COMAR), and occupational health testing.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to influence people in a logical manner to gain compliance with safety initiatives.Maryland Class C Driver's License, or equivalent issued by state of residence.
