      The Real Estate Administrator provides leadership in overseeing all real estate planning and transactions to meet citywide real estate needs in development of capital and non-capital projects, including acquisition, disposition, exchange, and consulting to ensure accurate completion of projects within established time frames.
      1. Manages real estate staff and operations including managing all aspects of professional consultant contracts for real estate services.
      2. Acquires real property rights needed for City projects by meeting with owners to present offer package, facilitate negotiations and explain the project.
      3. Obtains, reviews and utilizes title reports, appraisals, deeds, surveys, environmental reports and other real property documents to complete real estate transactions.
      4. Prepares offer packages, agreements, contracts, licenses, council reports, ordinances, and resolutions for legal review and council action.
      5. Manages escrow closing process to meet deadlines and ensure compliance with legal conditions as stipulated by contract.
      6. Reviews, creates, and negotiates complex legal agreements and documents that encompass concepts negotiated with developers, property owners and attorneys for real estate interest.
      7. Recommends revisions to engineering plans to facilitate acquisitions; recommends transactions for condemnation if voluntary settlement is not achieved.
      8. Provides support to the City Attorney during eminent domain proceedings.
      9. Oversees the development and maintenance of a comprehensive inventory/database of real estate, including City-owned property and right-of-way.
      10. Oversees the selection of external consultants to engage with the City in real estate transactions.
      11. Assists in developing and administering division budget.
      12. Maintains status reports for overall real estate activity for submittal to the Engineering Director.
      13. Responds to inquiries by the general public related to City-owned property issues.
      14. Performs other related duties as assigned.
      Bachelor’s Degree in Real Estate, Business Administration, Public Administration, Civil Engineering, Urban Planning, or related field and (5) years of progressively responsible experience in a corporate or government real estate entity responsible for the acquisition and disposition of real estate with focus on capital projects. Must have at least one year of lead or supervisory experience.

      Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

      Knowledge of:
      Real estate principles, including all aspects of real estate contract law including purchase and sale agreements, commercial leases, license agreements, development agreements, condemnation, prior rights, and other issues
      Administration of right-of-way use, purchase, and sale in the public sector
      Valuation of property rights through traditional and non-traditional appraisal techniques
      Legal aspects of real estate including city, state, and federal laws, ordinances, and policies
      Ordinances and processes for dedications, abandonments and release of easements
      Zoning and the influence of zoning on property values
      Land development practices and procedures
      Environmental assessments related to real estate transactions

      Ability to:
      Conduct negotiations for the acquisition or disposition of City right-of-way and property
      Act as technical adviser in complex real estate transactions and negotiate sensitive transactions
      Evaluate City real property interests for highest and best use, including appropriateness for city uses and estimate land values of those City property interests using existing information without formal appraisals
      Give public presentations and represent real estate matters at public and staff meetings
      Plan, schedule, prioritize and report regarding time-sensitive schedules dictated by contracts and construction schedules
      Work on multiple projects and set priorities and allocate tasks to real estate staff for project completion
      Read, interpret and explain surveys, construction plans, appraisals, title reports, environmental reports, contracts and other legal documents to property owners and the general public
      Establish and maintain effective working relationships with property owners, developers, attorneys, governmental officials, consultants, general public and client departments
      Coordinate multiple processes between applicants, buyers, sellers, title companies, City personnel and departments
      Communicate effectively verbally and in writing with various stakeholders

      Special Requirements:
      State of Arizona Real Estate licensure. (Preferred)
      Membership in the International Right of Way Association. (Preferred)
