      Labour Market Development is one of four divisions in the Ministry of Post Secondary and Future Skills (PSFS) that strives to enable all British Columbians to reach their full potential. The Division provides leadership on strategic innovative workforce policies, programs, and labour market information to connect industry and the post-secondary education and skills training systems to ensure British Columbians can succeed in a strong, sustainable economy.

      The Labour Market Development Programs Branch is responsible for the design, development, implementation, delivery, performance management, and continuous improvement of a range of skills training programs and services under the Canada-BC Workforce Development Agreement.

      This position will administer all aspects of Skills Training for Employment Programs contract management, including development of contract guidelines, management of financial processes, and management of contractual relationships. The Contract Officer is the primary point of contact for Service Providers to interact with the Ministry in the initiation, planning, execution, and closeout of Shared Cost Arrangements (SCA).

      Job Requirements:

      • Secondary School graduation or equivalent (GED)
      • A minimum of 2 years of experience in contract preparation, administration, and management.
      • A minimum of 2 years of experience processing payments for contracts, applying general finance and administrative policies and processes.
      • A minimum of 2 years of experience monitoring budgets.
      • Experience using MS office excel (i.e. pivot tables, VLOOKUP, SUMIF, COUNTIF, Data sorting) and word.


      Preference may be given to applicants with:

      • Experience obtained in a public sector setting environment.
      • Experience administering many (15+) multi-year contracts.
      • Experience administering contracts that have large budgets ($5-$10 million).
