The Health Sector Workforce & Beneficiary Services (HSWBS) Division is responsible for provincial health care workforce strategies that enable and support the Ministry of Health’s (MOH) overall strategic direction for the health system. The HSWBS portfolio includes education, training, and professional development; recruitment and retention; forecasting and modelling; workforce optimization; professional regulation and oversight; negotiations and agreements; beneficiary services, compensation policy and programs; and workforce analytics. The Compensation Policy and Programs Branch (CPPB) is responsible for the stewardship of approximately $4 billion in annual expenditure by the Ministry of Health (the Ministry) on compensation for physicians and other health care workers. CPPB works closely with key stakeholders such as the Medical Services Commission, health authorities, the Health Employers’ Association of BC, professional associations and unions, alternative service delivery (ASD) providers, and other organizations to ensure that these programs provide real and measurable value for both patients and taxpayers.
This is a developmental position with up to three levels. An entry level at Grid 18, an intermediate level at Grid 21 and the full working level at Grid 24. Initial level placement and movement along the continuum is based upon individual assessment of skill, competencies, and experience. This position exists to contribute to the development, implementation and evaluation of new, innovative policies to deliver compensation to physicians and other health care workers across British Columbia. This position works with others across the branch, ministry and the BC Public Service. It also collaborates extensively with key partners including Health Employers Association of BC, Doctors of BC and regional Health Authorities.
Job Requirements:
These are the minimum job requirements for entry at the Grid 18 level. Your application must clearly demonstrate how you meet the education and experience as outlined below. Initial level placement and movement along the continuum is based upon individual assessment of skill, competencies, and experience.This position requires applicants to have a minimum of the following:
• Master’s degree* and no formal work experience
• Bachelor’s Degree* and 6 months of related** experience; OR
• Diploma* and 1 year related** experience; OR
• Certificate or coursework* and 2 years related** experience; OR
• An equivalent combination of education and experience may be considered
*Post-secondary programs may include:
• Public Policy, Public Health, Public Administration, Law, Social Sciences (i.e Political Science, Economics, Sociology, Psychology), Business or a related field.
*Certificates and Coursework that may be considered:
• Project Management Professional (PMP), IAP2, Prosci Change Management, Behavioural Insights, Service Design, UX, Design Thinking, Research Techniques, Public Policy, Data/Analytics, Communications**Related experience may be obtained through working in the private, public or non-profit sector, through volunteerism or through internships such as Co-Op.
**Related experience must include all core experience requirements and at least one (1) supplemental experience requirement:
Core Experience Requirements (all required):
• Experience researching policy issues and conducting policy analysis or
• Experience researching and providing advice on legislation, program and/or service issues and
• Experience writing a variety of documents and/or content such as briefing materials, or reports.Supplemental Experience Requirements (at least one (1) required):
• Experience supporting and/or coordinating projects and/or project components or
• Experience coordinating, communicating and/or engaging with clients, rights holders, partners and stakeholders.Job Preferences

Developmental Opportunity - Applicants will be appointed to the appropriate classification level based on their qualifications.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
