- Bachelor’s Degree in public administration, business administration, law or a Procurement Designation and three (3) years of related experience or
- Diploma in public administration, business administration, law and five (5) years of related experience.
- An equivalent combination of education and experience may be considered.
- Experience in the full procurement life cycle and analyzing complex issues, evaluating options and recommending solutions.
- Experience interpreting procurement policy and trade agreements.
- Experience with electronic tendering systems (e.g., BCBid).
- Two (2) years or more experience in the full procurement life cycle and analyzing complex issues, evaluating options, and recommending solutions.
- Completion of a designation in procurement (e.g. Supply Chain Management Professional designation, National Institute of Governmental Purchasing or completion of the Province of BC’s Procurement and Contract Management Program).
- Experience delivering training (one-on-one or in a group setting)
- Experience with large financial system (e.g. CAS Oracle)
- Experience with digital records management systems (e.g. EDRMS)

Within the Procurement and Contract Management Services Team , the Procurement and Contract Management Specialist supports the four ministries which make up the Economy Sector; including the Ministry of Municipal Affairs (MUNI), Ministry of Jobs, Economic Development and Innovation (JEDI), Ministry of Labour (LBR) and Ministry of Tourism, Arts, Culture and Sport (TACS), and the crown corporation Destination BC (DBC). The Sector has a very broad mandate, administer a wide range of legislation, and has a diverse mix of operating programs. The Procurement and Contract Management team ensures sound financial management of approximately twenty million ($20M) in general service agreements and seven hundred and seventy-five million ($775M) in government transfers. The role is complex in that it is responsible for implementing and communicating the various ministries’ independent procurement and contract management frameworks, practices and approval thresholds.
The Procurement/Contract Specialist provides ministry staff with procurement and contract services related to the acquisition of services. This encompasses the full procurement lifecycle and includes complex procurements of a diverse nature which are considered high profile, high risk, high dollar value and politically sensitive. They also assists the Manager in the development of policies, procedures, systems and standards to ensure optimum contract issues management and support is provided to ministry program staff, and ensures ministry requirements are met, while maintaining compliance with government policy and legislation.
The Procurement and Contract Management Specialist reports to the Manager, Procurement and Contract Management. The position operates in a dynamic and changing environment influenced by the Government’s economic priorities/strategies, international economic conditions and diverse partnerships within government; crown corporations, federal and local governments and private sector economic partners.
