      CLASS SPECIFICATION:

      Title: Advanced Buyer Level: 2322


      CHARACTERISTICS OF THE CLASS:

      Under general supervision, facilitates the contract process for the Chicago Park District purchases equal to or exceeding $10,000. Performs other duties as assigned.


      EXAMPLES OF DUTIES:

      Works with Park District departments to develop procurement projects in accordance with Park District purchasing and contracting regulations and local, state and/or federal requirements. Prepares, drafts and edits invitations for Bid (IFB), Requests for Proposals (RFP) and Requests for Qualifications (RFQ) for service and commodity purchases. Advertise IFBs, RFPs and RFQs. Conducts pre-bid and pre-proposal conferences. Conducts bid openings. Conducts evaluation committee meetings for proposals and qualifications submitted in response to RFPs and RFQs. Performs best practices research. Prepares and drafts correspondence and reports. Reviews bids, proposals and qualifications for responsiveness. Prepares and drafts contract modifications and amendments. Participates in outreach activities and attends meetings and events for Park District procurement which may occur during non-business hours. Liaison with Park District contractors during contract term.


      MINIMUM QUALIFICATIONS:

      Training and Experience:

      Bachelor’s Degree and five (5) or more years of experience procuring and contracting a variety of materials, supplies, equipment and services; or an equivalent combination of training and experience is required.


      Knowledge, Skills and Abilities:

      Knowledge of the full range of guidelines, laws, rules and regulations which govern procurement and contracting as applicable to the Chicago Park District. Knowledge of procurement and contracting procedures. Ability to research, write and edit procurement project scopes and specifications. Ability to maintain effective working relationships. Ability to analyze technical information and data and make recommendations. Effective oral and written communication skills. Computer skills, including Microsoft Word, Excel and PowerPoint.
