- Five (5) years of professional level fiscal experience in the planning and management of a business or governmental program .
PURPOSE
The primary purpose of the Agency Business Manager is to perform administrative and managerial work in the Administrative Bureau of the Guilford County Sheriff's Office.The Guilford County Sheriff’s Office consists of three primary bureaus. This role works within the Administrative Bureau which is responsible for budget, purchasing, grants, contracts, fleet, information technology, human resources, special projects, and many other administrative functions of the department. The Administrative offices are recognized as the information center for residents to contact when seeking information or have questions regarding services. None of the statutorily mandated functions of the Sheriff’s Office could be accomplished without the Administrative Bureau.ABOUT THE OPPORTUNITY
This role has a responsibility for the organization and supervision of fiscal and budgetary operations, purchasing, office services and other general fiscal support functions in the agency. Work involves heavy coordination with County budget and fiscal offices and serving as liaison between managers and the central function in regard to financial and budget matters. Work requires accounting knowledge, managerial skills, and a comprehensive knowledge of County fiscal practices and procedures. Work is supervised and is reviewed through conferences, review of financial records and reports, and by any internal or external financial audit.Essential duties and responsibilities include, but are not limited to:
• Coordinates with managers the formulation, development, and presentation of the budget to County officials; consults with County officials on budgetary issues and matters; assists agency management with presentation of budget to County Commissioners.
• Supervises subordinate professional, technical, and support personnel in the business office; recruits, trains, monitors, and evaluates work.
• Analyzes fiscal and budgetary resources during the fiscal year and works with managers in maintaining or transferring funds between budget codes and line items.
• Administers fiscal policies and procedures required by federal, state or county requirements.
• Directs or participants in the development and evaluation of financial control procedures.
• Establishes and implements accounting policies, practices, and procedures to ensure accurate and consistent financial and accounting records and data.
• Serves as liaison with independent public accountants, private contract agencies, county department and regional and state fiscal officers.
• Initiates and directs cost and expenditure studies, analysis of records, and possible use of other systems.
• Perform related duties as required.
Knowledge, skills, and abilities needed for this role:
• Considerable knowledge of the principles and practices of public and business administration.
• Considerable knowledge of accounting practices and procedures.
Considerable knowledge of the organization and structure of federal, state, and local government agencies.
• Ability to plan, organize, supervise, and monitor the work of subordinate personnel.
• Ability to establish and maintain effective working relationships with associates, county and state officials, clients and the general public.

The Community
Founded in 1771, Guilford County is the third-most populous county in North Carolina. Guilford County was named after Francis North, the first Earl of Guilford, and was formed from parts of Rowan and Orange Counties to centralize government and Courts of Guilford. The Guilford Courthouse became the location of General Nathanial Greene and Lord Cornwallis’ famous battle that was a turning point in the war and is still reenacted today. Abolitionist Levi Coffin noted Guilford College Woods (historically called New Garden Woods) as a place of refuge for the Underground Railroad, now a protected area. Additionally, historic segregation protests in 1960 happened at the then white-only lunch counter at the Woolworth store in downtown Greensboro. Helping to fuel similar efforts across the nation, the former Woolworth store location is now the site of the International Civil Rights Center and Museum.
The County is presently home to historical sites and institutions, as well as the host of notable recreational and cultural events such as the John Coltrane International Jazz and Blues Festival, the North Carolina Folk Festival, the Wyndham Championship Golf Tournament, the Greensboro Grasshoppers and High Point Rockers baseball teams, and a variety of collegiate events. The public enjoys multiple regional parks within Guilford County, as well as opportunities for camping, fishing, golfing, and other outdoor recreation activities.
Guilford County residents benefit from strong educational programs. The County is home to many higher educational institutions, including North Carolina Agriculture & Technical University, the University of North Carolina at Greensboro, High Point University, Bennett College, Greensboro College, Guilford College, Elon University School of Law, and Guilford Technical Community College.
