This position will oversee state-wide recruiting services for the South Carolina Department of Juvenile Justice with the goal of improving and strengthening the agency's position in the market as an employer of choice. This position will also gather, review and analyze agency recruitment data to provide support in the strategic vision of the agency.
Job Duties:
Plans and coordinates interviews and recruitment functions for the Department of Juvenile Justice.
Responsible for attending or coordinating the agency's presence at job fairs and other recruiting functions as it pertains to the Agency's employment needs.
Establishing Networks through social media, colleges, universities and military entities to find potential applicants through career fairs, social networking, and recruiting.
Assists in special presentations to civic clubs and professional organizations to promote SCDJJ career opportunities.
Build a partnership with various staffing alternatives to meet the needs of the agency.
Meets with managers to assess their staffing needs, develops a custom recruitment plan and tracks goals for recruiting and success.
Assists managers with succession planning, career planning, and talent management.
Forecasts staffing needs and makes recommendations for addressing those needs.
Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
Recommend policies changes and develops and implements procedures relating to recruitment.
Advises provides recommendations to the Recruitment and Employment Services Director on trends as it relates to the gathering of recruitment data.
Provides guidance and oversight to the recruitment coordinator by creating and monitoring agency specific data points, analyzing the findings while simultaneously providing guidance on tasks to enhance the agency's perception and increase our qualified talent pool.
Performs other related duties as assigned.
Agency Requirements:
A bachelor's degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience.
Additional Requirements:
Must have the ability to establish and maintain effective working relationships.
Ability to analyze needs and resources and to recommend and communicate solutions effectively.
Ability to exercise judgment and discretion in applying and interpreting various policies and procedures.
Ability to direct and advise technical staff members.
This position will have decision-making authority that will financially impact the agency.Three years of recruitment experience and general human resources knowledge regarding the candidate life cycle.
Must know principles and practices of human resources management.
Knowledge of the policies and procedures of the assigned program area(s) and agency policies and procedures.
Knowledge of federal laws and state regulations affecting human resources management.
Knowledge of management and organizational concepts.
Must have a demonstrated pattern of success concerning talent acquisition and brand development.
The ideal candidate would be certified in the field of Human Resources or have an applicable certification.
This position performs job duties relating to the custody and control transportation of youths within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youths within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided. Must be able to perform all necessary travel to expand the agency's brand and identify talent.This position will require independence and collaborative thinking to enhance the agency's recruitment process for internal and external customers. It also has the authority to recommend all changes for the recruitment and onboarding process to maintain optimal agency expectations.
