      The Aid & Assist Program Supervisor provides supervision and oversight to the Behavioral Health Division's Community Mental Health Program (CMHP) Aid and Assist program. This position uses advanced ability to apply knowledge and experience with BIPOC communities to address racial disparities in the judicial system and to improve outcomes for BIPOC clients through program design, clinical intervention, policy development and review, team supervision and advocacy for clients and program services provided. The supervisor acts as a liaison to community partners and providers, and works closely with the program manager on continuous quality improvement within the program.

      As the Aid & Assist Program Supervisor , other duties will include:

      Supervision and Program Development

      • Provides equity- and trauma-informed administrative and clinical supervision with strong clinical acumen.

      • The supervisor makes personnel decisions, participates in program development, and quality assurance functions to ensure compliance with Oregon Administrative Rules (OARs), Oregon Revised Statutes (ORS), financial/legal/labor contracts, County policies and procedures.

      • This position oversees Aid and Assist functions as required by the State of Oregon, Behavioral Health and other funding/legal requirements, and contributes to other initiatives that support or impact the population served through the programs and contracts, such as jail diversion services.

      • Tracks and monitors client assistance spending, program budget and financial functions, and future planning actions.

      • Evaluates staff using performance management tools as an interactive process for development and career goals.

      • Facilitates professional development of team members and addresses recruitment needs of the program to include license and certification requirements per position.

      • Provides technical assistance to stakeholders involved in providing services and support to clients and community members.

      • Collaborates with leadership on strategy development and advancement of program requirements and goals to ensure staff and functions remain responsive and supportive of community needs, county leadership direction, changes in funding and staffing levels, etc.

      Participation in Meetings/Community Liaison

      • Facilitate and/or participate in meetings and/or committees with external partners, internal programs, and Division/Department management.

      • Attend and participate in Aid and Assist Docket and Court Hearings, and provide back up coverage on a limited basis to staff to ensure proper court notifications and updates.

      • Facilitate, coordinate and/or participate in training and program development activities that promote quality improvement, racial equity, and awareness of disparities faced by BIPOC persons living with mental illness and are involved in the judicial system.

      • Participates in State and local system meetings within the court, criminal justice and behavioral health system.

      • Organize and execute training as prescribed in any Federal or State grants.

      Program Compliance Monitoring

      • Program compliance through chart reviews, supervision meetings with staff, and administrative meetings.

      • Ensure compliance with Federal and State grant and legal requirements.

      • Complete and generate reports to Oregon Health Authority related to contracts, statutes, and Oregon Administrative Rules.

      • Manage data collection related to the Diversion Court programs, in collaboration with other work unit program supervisors and managers, in compliance with State guidelines and Department/Division needs.

      • Develop and improve reports for program monitoring and quality improvement.

      • The supervisor will implement safety and health policies and procedures applicable to their area and ensure employees supervised receive safety and health training.

      Minimum Qualifications Required:

      Education/Certification: Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP-C) credentialing requirements as required by Oregon Administrative Rules ( OARs ) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website , and/or licensed Board of Oregon (LPC, LCSW, PhD, etc.) See qualified degrees listed below:

      • Graduate degree in psychology.

      • Graduate degree in social work.

      • Graduate degree in a behavioral science field.

      Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Clinical supervisors/managers in mental health programs shall meet QMHP-C requirements and have completed two (2) years of post-graduate clinical experience in a mental health treatment setting.

      • Appropriate Oregon Licensing Board LCSW, LCP, Clinical Psychologist

      • Leadership experience in the crisis field

      • Leads with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.

      • Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.

      • Respect and appreciation for ethnic and cultural diversity.

      • Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.

      • Ability to collaborate and build relationships to achieve positive work outcomes.

      • Ability to maintain a safe and healthful workplace.

      • High degree of resilience, is outcome driven and can thrive in an environment of rapid change while effectively managing pressure in an effective and professional manner.

      Teleworking : At this time, this position is designated to “routine telework,” meaning you will be working remotely (from home) most of the time.
