      The City of Paso Robles is excited to announce the recruitment for an Airport Maintenance Specialist III in the Public Works Department. The Airport Maintenance Specialist III is responsible for performing lead-level work that involves the training, mentoring, and coordination of division staff while executing journey-level work in the maintenance, repair, and operation of the City’s non-towered general aviation municipal airport. The ideal candidate will demonstrate exceptional customer service to the public and staff, strong verbal and written communication skills, an advanced understanding of department functions, a high degree of independent judgement and initiative, and strong leadership skills that will inspire and motivate their team. Under the direction of the Airport Manager, the Airport Maintenance Specialist III will also assist in the coordination of airfield inspections and perform a wide variety of work revolving around critical maintenance tasks and emergency response for the Paso Robles Airport.

      The Community

      The City understands the importance of business development and works hard to attract commerce in a diverse array of industries. The economic outlook for Paso Robles continues to be strong. The housing market is robust and offers a wide array of housing choices including new neighborhoods, houses with acreage, infill, and charming Victorian homes, with a median home price of about $634,500. Paso Robles also has excellent schools, both public and private. Approximately half an hour away is the nationally ranked Cal Poly State University in San Luis Obispo, and within the city of Paso Robles is Cuesta College, North County Campus.

      The Organization

      The City was incorporated in 1889 as a general law City that operates under the Council-Manager form of government with a general population of 30,907 as of January 1, 2024. The governing body consists of a five-member City Council and, beginning in 2020, the City is now divided into four voting districts, each district represented by one City Councilmember residing in that district; the Mayor’s position remains at-large. The voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, is the Chief Executive Officer, and is empowered to appoint all non-elected employees, except for the City Attorney.

      The City has a total annual budget of $170 million for fiscal year 2024/2025, and a total of 304.4 FTEs across the departments of: Administrative Services, City Manager’s Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.



      • Perform a wide variety of work in support of the daily operation, maintenance, and emergency response of the Paso Robles Airport
      • Perform airfield maintenance and inspections to Federal Aviation Administration (FAA) standards and specifications including but not limited to maintenance of airfield lighting systems, airfield markings, hangars, surface preparation and repair, beacons, tie-downs, and chains
      • Monitor, direct, and review the work of crews performing construction, maintenance, and repair assignments
      • Operate and maintain a variety of equipment such as mowers, tractors, street sweepers, and hand tools
      • Perform advanced repairs and preventative maintenance of the airport terminal and other facilities
      • Perform landscape maintenance on airport grounds including but not limited to planting, transplanting, and maintaining trees, shrubs, flowers, and lawns; installing and maintaining irrigation systems; fertilizing and applying herbicides and pesticides; and maintaining landscaped areas around buildings, airfields, and along roadways
      • Coordinate and monitor various onsite activities with fixed-based operators, hangar owners and renters, tenants, the FAA, and the general public
      • Maintain a variety of records on projects, materials, and equipment; prepare narrative and statistical reports as needed by management
      • Maintain an understanding of and compliance with federal, state, and local aviation rules and regulations
      • Respond promptly and professionally to aircraft incidents and monitor airfield security
      • Perform routine janitorial duties of public restrooms and meeting rooms
      • Provide excellent customer service to tenants, contractors, and the public; escort visitors as needed
      • Assist with compliance of the City's Stormwater Pollution Prevention Program (SWPPP)
      • Establish a safe work area and coordinate activities with employees and the public, as safety rules require
      • Coordinate and provide for facility usage to ensure successful City activities
      • May coordinate and review the work of contract staff required for airport maintenance assignments
      • Assist the Airport Manager with the oversight of major contract repair or maintenance of facilities and equipment
      • Interact with the public to answer questions, explain applicable laws, rules, and regulations, and investigate complaints
      • Determine the type of materials, supplies, machinery, or tools to be used for each project; may purchase materials and supplies from established suppliers with appropriate authorization
      • Perform other duties as assigned

      The Airport Maintenance Specialist III will be assigned a Monday through Friday work schedule. Weekend assignments will be required as necessary to ensure daily airport coverage in the absence of other team members. Other work schedules may be considered based on operational demands.

      Must be available for regular standby assignments (be ready to respond/arrive to calls for service within 30 minutes) and work emergency overtime as required and in accordance with the existing SEIU memorandum of understanding .



      Knowledge of:

      • Principles and practices of employee supervision including work planning, assignment, review, and the training of staff in work procedures
      • Methods and procedures used in the construction, inspection, maintenance, and repair of airport facilities
      • The operation and minor maintenance of a variety of hand and power tools, vehicles, and equipment
      • Maintenance principles, practices, tools, and materials for maintaining and repairing assigned systems and facilities
      • Basic record keeping and mathematics
      • Safety equipment and safe work methods and practices related to the work, including the handling of hazardous chemicals
      • Tools, materials, and equipment used in maintenance, repair, and landscaping
      • Applicable federal, state, and local codes and regulations
      • Safe and proper use and application of herbicides, fungicides, and pesticides
      • Proper grounds maintenance methods
      • Systems of lighting controls and irrigation repair, installation, and troubleshooting techniques
      • Cleaning procedures and the proper use of custodial equipment
      • Airport rules and regulations related to ground movements around an airfield

      Ability to:

      • Operate heavy equipment, including tractors, backhoes, skid steers, dump trucks, and associated implements
      • Provide lead direction and work review to airport maintenance staff
      • Training staff in work procedures
      • Perform semi-skilled construction, modification, maintenance, and repair work on airport facilities, grounds, and equipment
      • Locate underground utilities by use of blueprints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations
      • Accurately troubleshoot and correct a variety of maintenance problems and determine the materials and supplies required for repair
      • Safely and effectively operate vehicles and specialized equipment utilized in the maintenance of an airport Effectively interact with the public to answer questions, explain applicable laws, rules, and regulations, and investigate complaints
      • Maintain accurate logs, records, and reports of work performed Communicate professionally both verbally and in writing
      • Make accurate arithmetic calculations
      • Read and interpret construction drawings and specifications
      • Maintain accurate logs, records and basic written records of work performed
      • Understand and follow oral and written directions
      • Work independently and in a team environment
      • Establish and maintain effective working relationships with those contacted in the course of the work

      Education and Experience

      Any combination of training and experience, which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from high school and four years of semi-skilled construction, maintenance, or repair experience related to the work assigned.

      Knowledge of Federal Aviation Regulations (FAR), as well as Airport Certified Employee (ACE) certifications from the American Association of Airport Executives (AAAE), are all highly desirable.

      Licenses and Certifications

      Must possess a valid California Class C driver license and have a satisfactory driving record.

      Other Requirements

      Must be willing to work outdoors in all weather conditions and with exposure to traffic, fumes, odors, dust and potentially hazardous chemicals and conditions. Must possess strength, stamina, and mobility to perform heavy physical work, use varied hand and power tools, operate a motor vehicle and heavy construction equipment and lift, and move materials and equipment weighing up to 60 pounds, unassisted, and heavier weights with the use of proper equipment; visions to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. May be required to wear a self- contained breathing apparatus and other safety equipment.
