      The Juvenile and Family Court Programs Division (JFCPD) is within the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD). JFCPD develops, implements, and evaluates juvenile and family court programs for statewide application in the courts and use by the public and government stakeholders. JFCPD also manages the Family Law Program that includes self-representation family law technical assistance, child support liaison work, probate and protective proceedings support, as well as support for the State Family Law Advisory Committee.

      Benefits to you

      • We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.
      • The annual salary for this position is $66,828 - $103,680.
      • 10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.

      Position Highlights

      We are recruiting for a Protective Proceedings Analyst (Analyst 2).

      In this role, you will be the primary analyst for policy and support in protective proceedings (guardianship and conservatorship) cases and will help support and implement the centralized protective proceedings auditing program.

      You will staff and support the work of the Statewide Protective Proceedings Advisory Committee (SPPAC) and the Working Interdisciplinary Network of Guardianship Stakeholders (WINGS) by drafting agendas, providing research and resources for agenda items, providing updates and reports to OJD staff and external stakeholders, facilitating group discussions and subcommittees, providing guidance about proper procedures and processes, and collaborating with the chairs and co-chairs on the organizations’ vision, mission, and strategic work.

      Additionally, you will work with OJD internal audit staff to provide initial conservatorship review, and you will provide technical assistance related to protective proceedings best practices to our circuit court staff and system partners. Using multiple methods of communication, you will create and disseminate educational materials for judges, court staff, guardians, and conservators. In collaboration with committees, court staff, other OSCA divisions, and leadership, you will identify and implement resources and processes for monitoring guardianship and conservatorship cases. You will update data and business processes to align with best practices and resources, and you will analyze case management data and reports to identify regional/national trends and compare business processes with other jurisdictions for improved court monitoring, sharing this information with relevant decision-makers.

      Part of your time may be spent in public hearings, work groups, or meetings with stakeholders, legislators, and other interested parties to provide updates about current court protective proceedings programs, best practices, systems reform, and other collaborative efforts.

      Minimum Qualifications

      The qualified candidate must have a bachelor’s degree in business, court administration, public administration, or a related field.

      AND

      At least 2 years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities requirements listed for the position.

      OR

      Any combination of education and experience equivalent to 6 years of experience that typically supports the knowledge, skills, and abilities for the position.

      Note: Professional-level experience is defined as:

      • The ability to use independent judgment and discretion in performing work duties.
      • A level of specialized knowledge in the field of work with some authority for independent decision-making.
      • In-depth work requirements, such as data gathering, analysis and interpretation.
      • Interaction with a broad range of individuals.
      • Individual accountability for results.

      Requested Skills and Attributes

      • Experience with protective proceedings (guardianship and conservatorship) processes and resources.
      • Proficiency using a computer to enter and retrieve data, perform research and analysis, and present findings to a supervisor or group.
      • Experience writing various reports, policies and procedures, and other documents providing analysis and recommendations.
      • Experience communicating with a variety of people from differing educational, socioeconomic, and cultural backgrounds.
      • Experience fostering cooperative working relationships among agencies, community partners, and interested parties.
      • Experience adapting or developing related policies, forms, and best practices.

      Working Conditions

      • This is a full-time, permanent position and the work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is eligible for overtime compensation for hours worked in excess of 40 per work week.
      • Occasional early morning, evening, weekend, or holiday work may be required for meetings or to meet deadlines.
      • Remote work may be available for this position. All remote work assignments begin, end, or change only with administrative authority approval.
      • Occasional in-state and overnight travel is required, including possible travel in inclement weather.
      • This position maintains professional working relationships with judges, legislators, courts, agencies, and professionals and communicates with them daily.
      • Frequent phone and in-person contact with people from diverse backgrounds.
      • Frequent phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma.
      • Long periods of sitting or standing at a computer.
      • Must be familiar, experienced, and comfortable with using a full array of current technology tools and office software programs for accessing and performing work and research, and for communications on and off the worksite. There will be regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
