- Collaborates in the development, implementation and maintenance of the iQMS, including building Quality Management related team capabilities and leading teams in continuous improvement initiatives.
- Implements and sustains a quality assurance framework and administers the iQMS system for the purpose of regulatory reporting, continuous improvement and document and records management.
- Participates in development and assists in the delivery of iQMS training materials to management and staff.
- Coordinates data collection and analyzes performance data against defined parameters, writes technical and management systems reports, and prepares annual regulatory compliance reports for external federal and provincial regulatory wastewater authorities.
- Conducts research into assigned areas ensuring taking into account developments within the field, corporate policies and practices, legislative updates and initiatives by other levels of government.
- Monitors, analyzes and identifies opportunities for operational improvements through the evaluation of operational data and performance.
- Works collaboratively with staff of all levels at the facilities to collect, analyze and verify data and information for regulatory reporting and other performance metrics.
- Participates in annual strategic planning as it relates to Toronto Water quality assurance initiatives and provides advice regarding sensitive and confidential regulatory matters.
- Implements detailed plans and recommends policies/procedures regarding program-specific requirements.
- Maintains an awareness of current wastewater industry trends and best practices in order to put forth recommendations and apply leading industry concepts and techniques.
- Creates, investigates, evaluates and modifies business processes and procedures for regulatory reporting and document management; develops strategies, programs and policies to improve performance.
- Anticipates, analyzes and identifies organizational and program delivery impacts and investigates and responds to inquiries and complaints.
- Creates, designs, coordinates and implements program and process evaluations, and operational reviews for maintaining regulatory compliance and environmental stewardship.
- Prepares and delivers various reports to management on the performance of the wastewater treatment facilities, including annual reporting, metrics/benchmarking, tracking and reporting internal and external communication plans.
- Reviews operational and administrative processes to ensure proper and consistent quality assurance standards, policies and requirements are maintained.
- Deals with confidential information affecting the section and its resources; prepares and presents reports to management supporting recommendations for changes and/or improvements to regulatory reporting procedures and processes, the iQMS, and other assigned areas.
- Acts as the primary liaison with City, provincial and federal agencies for all regulatory reporting requirements.
- Facilitates and attends meetings with staff of all levels to discuss operation and regulatory procedures, processes and standards.
- Recommends and coordinates solutions using sound professional judgement, conflict resolution and negotiation skills to manage sensitive and controversial matters.
- Oversees assigned projects, ensuring effective teamwork and communication, high standards of work quality, organizational performance, accountability and continuous learning.
- Mentors and provides orientation to staff related to document control, procedures and communications that are relevant to operational needs.
- Minimum 2 year diploma/degree/certificate from a recognized college or university in a relevant discipline (e.g. environmental studies, science, engineering) or equivalent combination of education and experience.
- Must possess and be able to maintain a valid Class “G” Ontario Driver’s License and must qualify for the City’s operating permit.
- Experience in the development, implementation and/or maintenance with Quality Management systems.
- Experience with change management and implementation of institutional changes across a large organization
- Experience using Microsoft Office Suite (i.e. Microsoft Word, Excel, PowerPoint and Access), e-mail, and the ability to utilize other software packages relevant to supporting the division's core requirements.
- Ability to communicate effectively, both orally and in writing, preparing clear and succinct reports and correspondence for senior management and other internal and external stakeholders.
- Demonstrated ability to research, analyze, interpret and report on quantitative and qualitative information on operational requirements and performance and related topics from a variety of sources.
- Sound judgement in all matters including the handling of confidential and /or sensitive matters
- Demonstrated ability to work effectively in a team environment, taking a constructive, solutions-based approach to problem solving and a positive approach towards stakeholder relationship management.
- Prior experience in Water and/or Wastewater operations would be an asset.
- Prior experience with document management systems (such as Open Text Content Server) and enterprise data management (such as eRIS) applications would be an asset.
Job Summary:
To support the Wastewater Treatment Plants by monitoring, analyzing and identifying opportunities for operational improvements and coordination of all regulatory reporting including through the implementation of the Integrated Quality Management System (iQMS) and the evaluation of related programs.
