      Position Summary

      The position oversees the design and development of programs, processes, and procedures necessary to assure CPS Energy's regulatory compliance with agencies such as PHMSA/DOT, Texas Railroad Commission, FERC, NERC and/or ERCOT. Monitors various regulatory statutes and protocols, coordinates and implements new initiatives related to automating compliance processes and conducts internal audits, prepares for external audits, interprets and administers regulatory standards and regulations and develop project plans.

      Tasks and Responsibilities

      • Leads diverse teams to document compliance processes, conduct gap analysis, identify corrective actions, and implement suitable controls to prevent recurrence. Work with Stakeholders to develop sustainable program improvements. Develop and implement internal processes and procedures for compliance monitoring program. Develops, coordinates, implements and updates policies, procedures and programs, when required, to support and maintain compliance with Reliability Standards and industry changes. Monitors regulatory activities as requested to assure awareness and responsiveness to the changes of the regulatory environment. Manage and track documentation.
      • Assist the business in scheduling exercises and documenting artifacts to demonstrate compliance.
      • Initiate, Plan and implement projects for enhancing regimen around compliance. This may entail Physical Security Projects or IT System enhancements or Capital Projects. Work will involve identifying the gap, identifying how the gap is to be filled, establishing a Purchase Requisition and Purchase Order, and managing work to completion.
      • Training and Security Awareness – Liaison between business area and employees in the administration and maintenance of regulatory compliance training and delivery. Partner with SME’s in developing training and awareness modules. Update required training modules and deploy computer based training (cbt’s) through the learning management system. Roll-out training and maintain current list of authorized auditable personnel training lists. Identify and implement process improvements with training program.
      • Audit – Collect artifacts related to internal / external audit requests, self-certification, quarterly data submittals, and other regulatory inquiries. Assist and prepare documentation for the completion of questions and gather evidence to support compliance. Prepare appropriate business areas for scheduled regulatory audits.
      • Regulatory Requirement education - Research and review changes to regulatory protocols and operating guidelines for applicability to CPS Energy. Develop communications and participate in meetings related to changes in standards. Keep management apprised of changes in strategy necessitating budgetary needs and/or personnel support.

      Minimum Skills

      Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling

      Preferred Qualifications

      • Experience creating business intelligence reports and complex database administration/creation
      • Demonstrated experience with record of duties in the bulk electric industry and experience with instituting a coordinated compliance-type program
      • Developed understanding of the industrial control systems, networks and controls systems at CPS Energy to ensure system reliability
      • Knowledge of cyber architecture and control mechanisms

      Minimum Education

      Bachelor's Degree in Business, Technology, Engineering, Accounting, Information Systems or demonstrated experience in a highly technical analytical position in lieu of degree.

      Required Certifications

      Working Environment

      Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator. Ability to travel between business related events. Work hours may be extended.
