Coordinating with analytics and program staff within OHA around health care and social service data sources, data equity, community and partner engagement, and work to create conditions for data justice in communities.
Developing and maintaining relationships with contractors and providing project management for key contracts.
Writing reports and developing presentation materials for internal audiences, OHA leadership, external partners, the legislature, and the Governor’s office.
Analyzing and evaluating existing or proposed policies and programmatic changes, and producing recommendations for the HRSN Analytics Program, directors, and leadership
Developing informational documents and meeting materials for internal and external partners, including partner engagement materials
Assisting with facilitation of partner meetings and leading internal meetings and workgroups
Working with the HRSN Lead Analyst in document reviews, contract deliverables, review, process and project management, and developing workplans.
Monitoring, analyzing, and interpreting federal and state policy, which may include tracking new bills, regulations, and administrative rules.
Support HRSN Analytics Lead in conducting procurements and monitoring all procurement-related efforts including awarded contracts, amendments, deliverables, invoicing, and budget.
Lived, professional or educational experience with systemic racism, ableism, and oppression and the role of data in perpetuating it. Experience and interest in data equity and data justice.
Proficiency in data analysis and data visualization concepts and methods is needed to effectively communicate HRSN and related data to various audiences.
Advanced skills using software programs including Microsoft Word, Excel, and PowerPoint.
Experience analyzing and evaluating existing or proposed policies at the local, state, or federal level.
Experience with the conceptualization and completion of projects with minimal direction to meet deadlines.
Experience in the health care industry such as Medicaid or Medicare programs; health care delivery systems; health care policy, health care clinical practice, health information technology, or Oregon's health care transformation initiatives.
Experience communicating information verbally and in writing to peers, management, and external partners/customers.
Experience analyzing systems or situations, identifying problems, and reviewing related information to develop and evaluate options that resulted in a solution focused plan.
Experience working with senior-level decision makers and their immediate staff.
Experience reading, comprehending and interpreting rules, regulations, policies and procedures.
Experience with developing high-level presentation materials and summaries.
Experience with working on multiple projects simultaneously, keeping track of timelines, and resulting in complete assignments that were timely and accurately.
Proficiency with writing documents, whitepapers and presentations, and with presenting key takeaways in clear and concise language.
Experience coordinating and supporting multiple projects for senior staff, including preparing draft content and materials, monitoring timelines, and logistics.
Experience eliciting and documenting issues and needs from internal and external partners.
Experience in promoting a culturally competent and diverse work environment.

What you will do!
The Office of Health Information Technology and Analytics Infrastructure (OHITAI) is a dynamic office in OHA’s Health Policy and Analytics Division. Our office combines HPA’s health IT, data systems, analytics infrastructure and analytics special projects. OHITAI is recruiting for a policy analyst with analytics expertise (OPA3) to join a new team focused on data systems and analytics related to social needs services and social resource referral technology in the context of health care.
Health-Related Social Needs Policy Analyst (OPA 3)
The Health-Related Social Needs (HRSN) Analytics Policy Analyst will provide policy and program analysis for a variety of data and analytics projects related to health-related social needs services and social determinants of health. This position will work in close partnership with the Health-Related Social Needs Analytics Lead to provide comprehensive, responsive, and equity-centered analytics and reporting to internal programs, partners, and community. This work will include providing policy and program support to implement a data equity and data justice framework for HRSN analytics. The person in this position should have an understanding of procedures in the collection of health care and social service data (including qualitative and quantitative data) and data analysis and visualization concepts, and strong written and verbal communication skills, in order to communicate HRSN and related data to a wide audience.
Key responsibilities of this position include:
Work Location: Optional, 100% in-person, remote or hybrid options are available, with office space in Portland and may require occasional travel to Salem and around the state.
