General PurposeThis position is responsible for ensuring, thorough field inspections, proper installation of asphalt & concrete and associated work types in accordance with established standards and/or contract provisions or the direction of the Technical Services Division of the City of Burlington Department of Public Works. Position would start with the paving contract approximately April 2025 and conclude in late November 2025. This position will also likely assist with inspection of a concrete bridge repair project, sidewalk construction, and crack sealing.Union Affiliation: Non-UnionPay Grade: $22.00 - $30.00 HourlyRemote Tier 1: Zero (0) days remote/weekIf you applied to this position prior to 3/31/2025 by emailing ...@burlingtonvt.gov, and received a confirmation email, your application has been received and you do not need to reapply.Essential Job Functions* Provide on-site construction inspection services for the Street Capital Program Sidewalk and Paving projects.* Coordinate with contractors, local utilities, city departments, and residents of on-going street work to ensure that all work is properly completed by project end date.* Conduct on-site inspections and data collection for design and planning work.* Utilize engineering specifications for handicapped ramps and other street features.* Provide observations and make recommendations for long-range street maintenance planning and improved operational procedures.* Enforce excavation and construction ordinances in accordance with local, state and federal regulations.* Ensure all on-street construction projects comply with VOSHA/OSHA requirements.* Monitor backfill operations and ensure proper material and compaction methods are used.* Preparation of Daily Reports, including quantities. Perform reconciliation of completed quantities per pay item with Contractor on a weekly basis. Assess progress for each item and notify the Municipal Project Manager and Design Team in advance of work being completed for any items which are anticipated to exceed the estimated amounts as shown on the Bid Form.* Ensure the proper restoration of road pavement, curb, sidewalk and greenbelt.* Inspect and assess traffic and pedestrian safety within the work zone.* Represent the City of Burlington on the project during times when contractor and subcontractor activities are underway.* Assist with outreach and updating properties that are impacted throughout the construction activities. Coordinate proximate work that will impact said properties. Document and appropriately respond to questions and concerns from the public. Maintain good public relations.* Assist in construction layouts.* Review work conducted by consultants and contractors.* Protect and ensure all structures are properly adjusted and accounted for prior to placement of final wear course.* Ensure proper gutterline flow and drainage is established prior to final wear course.Non-Essential Job Functions:* Performs other duties as required.Qualifications/Basic Job Requirements* Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.* Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.* Must have a valid driver's license.* Associates degree in Engineering or related field, or equivalent experience required.* Two years of experience in construction, or similar field required, including asphalt and concrete installation.* Demonstrated knowledge of concrete & asphalt installation.* Familiarity with VTrans Standard Specifications, latest edition is beneficial.* Northeast Transportation Training and Certification Program (NETTCP), Hot Mix Asphalt Paving Inspector Certification is highly encouraged.* CONCRETE TESTING/INSPECTION CERTIFICATION preferred.* QUANTITY TRACKING REVIEW OF CONTRACTOR PAYMENT* Ability to work independently, efficiently, effectively, and make use of the city's database systems.* Ability to read and interpret blueprints and specifications.* Ability to communicate professionally and diplomatically with contractors, City Staff, and the general public.* Must have basic knowledge of quality control and quality assurance procedures.* Must have good verbal and written communication skills and be able to use MS Word, Excel, and PDF software to write inspection reports and track project progress.* USE GIS/DATA BASE REFERENCE* Ability to use and care for engineering and surveying instruments and equipment.* Ability to follow written and oral instructions.* Ability to organize work and set priorities to meet deadlines.* Ability to record and maintain information for future access.* Input, access, and analyze data using a computer.* Ability to evaluate the work of others and convey feedback.* Ability to provide customer service to public and City staff.* Must be able to handle various projects at the same time, work effectively under pressure and keep schedules on track.* Regular attendance is necessary and is essential to meeting the expectations of the job functions.* Ability to understand and comply with City standards, safety rules and personnel policies.Additional InformationPromoting a culture that reveres diversity and equity.The City of Burlington is proud to be an equal opportunity employer, and we are strongly committed to creating a dynamic and equitable work-force that mirrors the population and world that we serve.
