      Position Summary

      This position will have substantial responsibility for formulating, interpreting, and implementing contracts, policies and processes specific to external professional activities for pay and vendor relations and UNC School of Medicine’s (SOM) extensive contract portfolio. Position will be responsible for ensuring and overseeing compliance with state and federal laws and regulations for SOM’s primary contract and policy review office. Position manages multiple programmatic efforts and duties in the School of Medicine in this regard while simultaneously serving as a resource and liaison to the Dean’s Office for strategic planning and providing expertise in high value, high risk contracts and related general legal matters. The position drafts complex, time-sensitive contracts between the SOM and external agencies under the direction and supervision of Director and University Counsel. The position will also oversee School of Medicine’s Policy program for twenty-two departments within the SOM. Position assists Director in supervising a team of contracts management personnel.

      The Office of Professional Service Contracts and Affiliations (OPSCA) is an administrative organization within the School of Medicine and is under the purview of Med Administration. Protecting the interest and integrity of the School and the University is an integral part of the OPSCA mission in its efforts to provide a viable and time-sensitive administrative service to the School’s clinical departments as well as other administrative units for their professional service contracts and student affiliation agreements. The School of Medicine is the largest single academic unit in the University. The School initiates on average approximately 80% of all contractual activity associated with faculty and or staff services as well as student rotations. It is the only School on campus that has authorization to provide final University signature for professional service contracts and other designated legal documents on behalf of the Dean, the Chancellor’s designated university official for the majority of the School’s contractual agreements. Consistent with SOM’s mission to provide leadership and excellence in the interrelated areas of patient care, education, and research, the Office of Professional Service Contracts and Affiliations performs all administrative, budgetary, legal and regulatory processing of contractual agreements and student affiliation agreements. OPSCA also oversees policy review for the School of Medicine, including all aspects of the policy process: identification, generation, creation, review, interpretation and life-cycle management.

      The Assistant Director is an integral part of OPSCA, and assists the Director in managing the office in regular consultation with other key partners, including Health Care System (HCS) partners, external parties, attorneys, and administrators. The Assistant Director position is responsible for overseeing the Policy Program under the Director’s guidance, and will also handle complex agreements, compliance initiatives, and other duties as may be assigned in support of OPSCA’s expansive portfolio.

      Minimum Education and Experience Requirements

      Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity or professional-level background in sponsored research administration, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution.

      Required Qualifications, Competencies, and Experience

      Minimum of 5 years of directly related and progressive experience.

      Preferred Qualifications, Competencies, and Experience

      Two to Five years’ experience in counsel role to senior-level administrators in an academic institution. Experience in the development and implementation of system wide compliance initiatives. Experience in external professional activities for pay and vendor relations.
