      Under general supervision, manages and supervises the operations of the Town’s Neighborhood Services program, including Code Enforcement, Rental and Hotel Registration and Inspection, Environmental Health and Food Safety, Animal Services, Neighborhood Engagement and Enhancement.

Essential duties and responsibilities may include, but are not limited to, the following:
      • Manages and directs the activities, operations, and projects assigned to the Neighborhood Services program, including Code Enforcement, Rental and Hotel Registration and Inspection, Environmental Health and Food Safety, Animal Services, Neighborhood Engagement and Enhancement.
      • Promotes a culture of customer service and collaboration within the department and applies a solution-oriented approach to mediating complex service provision considerations.
      • Communicates the mission and goals of the department and proactively seeks and responds to feedback from department customers, colleagues, executive leadership, and other key stakeholders.
      • Directs the enforcement/compliance of Town, County and State laws, codes, regulations and activities related to the implementation and management of the Code Enforcement, Environmental Health and Food Safety, and Animal Services programs.
      • Develops and implements a Rental and Hotel Registration and Inspection program.
      • Develops and implements community engagement and enhancement programs targeting multifamily, mixed-use, and single-family neighborhoods, retail and commercial centers.
      • Applies best management practices and technological solutions to the administration of programs, business processes, customer service and outreach.
      • Supervises division managers. Selects, trains, disciplines, evaluates and supervises work of assigned staff to ensure that department objectives are met.
      • Coordinates and prioritizes department and division operations to meet needs of the department, the safety of the public, and to enhance the vibrancy of the community.
      • Monitors and evaluates the efficiency and effectiveness of methods and procedures, reallocating resources as needed; works with employees on improvements to Town services; participates in the development and implementation of goals, objectives and priorities; develops and evaluates standard operating procedures.
      • Interacts with all Town departments in accomplishment of all Development Services activities.
      • Develops the overall budget for each assigned division; recommends the appropriate services and staffing levels.
      • Reviews the performance of employees; Provides proactive training, coaching, and mentorship to department personnel. Leads by example by pursuing continuous improvement for the department and personally.
      • Serves as the department liaison by meeting with residents, business owners, consultants, outside organizations and other department managers and directors, discussing, evaluating, recommending and resolving issues and problems and responding to questions, inquiries and concerns.
      • Provides technical advice, writes reports, summaries, and recommendations to staff and others.
      • Assumes the duties of the Director of Development Services in the latter’s absence.
      • Presents to City Council, Boards, Commissions, and community stakeholders.
      • May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
      • Performs related duties as required or assigned.
      Education, Training, and Experience Guidelines
      This position requires a Bachelor’s degree in Public Administration, Business Administration, Planning, Public Health or related field; AND five (5) years of Code Enforcement/Neighborhood Enhancement experience, inclusive of two (2) years of supervisory experience; OR an equivalent combination of education, training, and experience. Ability to maintain harmonious relations with city officials, professionals, the general public, and fellow employees. Safe driving record. Clear criminal background check and clear pre-employment drug screen.
      Knowledge of:
      • Laws, ordinances, and regulations governing the Neighborhood Services program.
      • Neighborhood engagement and enhancement strategies.
      • Supervisory principles and practices.
      • Program management methods and practices.
      • Budget management practices.

      LICENSE AND CERTIFICATION REQUIREMENTS
      A valid Texas Driver’s License is required.
      ATTENDANCE REQUIREMENTS
      This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.

      PHYSICAL DEMANDS AND WORKING ENVIRONMENT
      Work is performed in a standard office environment with periodic need for onsite work associated with code enforcement and neighborhood engagement activities. Work is generally performed indoors but may involve limited exposure to outdoor weather conditions. May be exposed to potentially hazardous site and building conditions.
