      Responsible for overseeing and directing multiple functions of the Human Resources Department. Establish and execute strategic operating plans in accordance with the City of Denton's mission, vision, policies, and objectives.Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

      DUTIES
      • Collaborate with the Human Resources Director to sustain, promote, and grow departmental programs and services.
      • Participate in strategic planning and preside over meetings, as needed.
      • Draft and maintain policies and procedures; ensure compliance with applicable Federal, State, and Local laws and regulations.
      • Develop, revise, and make recommendations for Human Resources policy improvement, as needed; coordinate review and approval of policies through the leadership team, employee policy review committee, City Manager, and/or City Council.
      • Craft, implement, and ensure adherence to organizational and departmental policies and standard operating procedures.
      • Organize committee meetings, including but not limited to, determining the time and place, drafting, and delivering correspondence, and conducting appropriate follow-up meetings.
      • Establish and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the department to the individual level.
      • Facilitate and lead interdepartmental teams to accomplish program, and/or special project(s) to meet established objectives/goals.
      • Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to employees, City management, commissions, and the City Council.
      • Communicate with management on behalf of the Human Resources Director.
      • Establish and execute a communication plan. Establish expectations and hold self/leaders accountable for division meetings and training sessions; coordinate routing reporting and routinely communicate results and feedback with internal and external stakeholders.
      • Act as Human Resources Director, in their absence.

      HUMAN RESOURCES
      • Oversee the implementation of Human Resources programs related to legal compliance, employee relations, benefits, compensation/classification, and administration; identify opportunities for improvement, create and implement solutions, and evaluate program changes to ensure continuous improvements that resolve problems.
      • Investigate complaints including, but not limited to harassment, discrimination, ethics violations, and retaliation; analyze findings and recommend action, when necessary.
      • Serve as a liaison to City legal staff to discuss and review human resources related issues requiring legal review and/or opinion.
      • Consult with supervisors and employees on various personnel-related issues and workplace concerns; assist them with making the most appropriate decision in compliance with Federal, State, and Local, state, as well as City of Denton policies.
      • In conjunction with and/or in the absence of the Human Resources Director; review termination recommendations; may meet with supervisors and/or employees to discuss issues.
      • Establish and execute a talent management strategy, including but not limited to, establishing, and maintaining effective recruiting, hiring/onboarding, training and development, career planning, succession management, discipline, and off boarding.
      • Research and stay abreast of developments, amendments, and changes in laws affecting human resources and employer/employee relations, educate staff and make recommendations for changes to policies and procedures to ensure compliance.
      • Develop and provide formal training to managers, supervisors, and employees on human resource related laws and policies.
      • Review City of Denton employee job classifications to determine compliance with exemption rules under the Fair Labor Standards Act, as needed.
      • Review information obtained through criminal history background checks and make recommendations for hiring based on the duties and responsibilities of the position, and in the best interest of the City of Denton.

      RISK MANAGEMENT, SAFETY, AND COMPLIANCE
      • Oversee the implementation of programs related to Risk Management, Safety, and Human Resources compliance; identify opportunities for improvement, create and implement solutions, and evaluate program changes to ensure continuous improvements that resolve problems.
      • Consult with supervisors and employees on various issues and concerns; assist them with making the most appropriate decision in compliance with Federal, State, and Local, as well as City of Denton policies.
      • Research and stay abreast of developments, amendments, and changes in laws affecting human resources compliance, risk management, and safety; educate staff and make recommendations for changes to policies and procedures to ensure compliance.
      • Review independent contractor job classifications to determine compliance with exemption rules under the Fair Labor Standards Act, as needed.
      • Responsible for the management and direction of the City of Denton’s self-insured risk and safety programs oversight and direction of the third-party claims administration for workers’ compensation, in-house liability claims.
      • Manage insurance policies by establishing and coordinating coverages with insurance brokers and carriers; ensure appropriate insurance coverages and plan design, including risk identification, coverage analysis, negotiation, procurement, and loss prevention.

      SUPERVISORY/BUDGET RESPONSIBILITIES
      • Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
      • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

      • Bachelor’s Degree from an accredited college or university in Human Resources, Organizational Development, or related field; and,
      • Five (5) years’ experience in human resources; and,
      • Three (3) years’ experience in a supervisory capacity,

      • Any combination of related education, experience, certifications, and licenses will result in a candidate successfully performing the essential functions of the job.

      CONDITIONS OF EMPLOYMENT

      SAFETY
      • Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
