      Position Overview

      The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Assistant Diversity, Equity, and Inclusion Administrator. Under direction, this position will provide input into the development, implementation, and monitoring of the agency-wide Affirmative Action Plan and Program in accordance with federal and state regulations regarding service delivery, employment, and its subcontractors. The position will provide input into the development, implementation, and management of a statewide contract compliance information system for agency and purchase of service contractors to effectuate compliance with federal and state non-discrimination laws, rules, and regulations. The position will also conduct extensive research on workforce and labor force data.       Essential Functions

      • Serves as Assistant Diversity, Equity, and Inclusion Administrator.
      • Provides input into the development, implementation, and management of a statewide contract compliance information system for the agency and purchase of service (POS) contractors to effectuate compliance with federal and state non-discrimination laws, rules, and regulations.
      • Conducts extensive research on workforce and labor force data.
      • Provides technical assistance and consultation in conducting audits of Affirmative Action Plans for all agency contractors employing more than 50 people and whose contracts total more than $50,000.
      • Reviews judgments, consent decrees, and other court-ordered processes relating to EEO and civil rights issues involving the agency, including discrimination charges filed regarding delivery of services to minority clients.
      • Provides input into the agency's annual update of the Affirmative Action Plan.
      • Reviews agency layoff plans.
      • Investigates ADA requests and refers discrimination complaints to the Deputy Director.
      • Conducts civil rights, sexual harassment, and reasonable accommodation training sessions on an agency-wide basis.
      • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
      • Requires two (2) years of responsible administrative experience in a public or business organization.

      Preferred Qualifications

      • Two (2) years of professional experience in implementing a Diversity, Equity, and Inclusion program in a public or private organization.
      • Two (2) years of professional experience in implementing an Equal Employment Opportunity program in a public or private organization.
      • Two (2) years of professional experience in a public or business organization utilizing the ability to develop and manage a supportive agency program.
      • Two (2) years of experience in a public or business organization utilizing effective organizational, analytical, and written/oral communication skills.
      • Two (2) years of professional experience in a public or business organization utilizing the ability to develop, install, and evaluate new and revised methods, procedures, and performance standards.
      • Two (2) years of experience in a public or business organization utilizing computer skills, particularly in Excel, and a working knowledge of other Microsoft Office products (Outlook and Word).

      Conditions of Employment

      • Requires ability to pass a background check and self-disclosure of criminal history.
      • Requires ability to travel and possession of a valid driver's license.
      • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
      • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
