      The S heriff's Department, is recruiting for an Ass istant Public Administrator to manage and coordinate the overall activities of the Public Administrator’s Division which includes planning and directing the work of subordinate supervisors and staff involved in the management and accountability of cases under the jurisdiction of the Sheriff/Coroner/Public Administrator. Additionally, this position is responsible for overseeing the selection, hiring, and training and development of staff; assigning cases; administering the budget; monitoring revenue, expenditures, and contracts; conducting fiscal analysis; and interpreting laws and regulations concerning trusts, probates, banking and insurance matters related to the Public Administrator.

      CONDITIONS OF EMPLOYMENT
      1) License: Travel throughout the County is required. At the time of hire, a valid California driver license and proof of automobile liability insurance must be produced. Use of a county vehicle and/or mileage reimbursement is available.
      2) Physical: Requires occasional physical agility including walking, standing, bending, squatting and lifting items that may weigh up to 60 pounds; possible exposure to substandard living and storage areas (insects, unpleasant odors, etc. while performing field work); and willingness to be called in crisis situations at irregular hours.
      3) Background: Applicants must not have been convicted of a felony and must successfully pass an extensive background investigation, which includes a medical, drug, and fingerprint check, and a polygraph examination; and must be legally eligible to be in custody and control of a firearm as property.
      4) Certification/Continuing Education: Certification by the California State Association of Public Administrators, Public Guardians, and Public Conservators (CAPAPGPC) is required within four (4) years of appointment and continuing education courses are required to maintain certification.
      5) Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

      Education: Bachelor's degree in business/public administration, management, behavioral/social science or closely related field.

      -AND-

      Experience: Must meet one of the experience options.

      Option A: One (1) year of supervisory experience administering the estates of decedents, gravely disabled, or other incompetent persons in a city, county, or state Public Administrator or Public Guardian office. Experience equivalent to a Supervising Deputy Public Administrator or Guardian within San Bernardino County.

      Option B: Two (2) years of lead experience administering the estates of decedents, gravely disabled, or other incompetent persons in a city, county, or state Public Administrator or Public Guardian office. Experience equivalent to a Senior Deputy Public Administrator or Guardian within San Bernardino County.

      Option C: Three (3) years of supervisory or management experience administering the estates of decedents, gravely disabled, or other incompetent persons in a case management, or legal setting. Experience must include financial management audits, investigation of assets in such fields as probate or trust administration; administration of personnel and budget/fiscal oversight.

      Substitution: Additional experience administering the estates of decedents, gravely disabled, or other incompetent persons in a Public Administrator, Public Guardian, case management, or legal setting may substitute for the education requirement on a year for year basis.
      The ideal candidate will have directly related demonstrated experience in the following:
      • Directing the administration of decedents' estates
      • Establishing and implementing policies
      • Developing and implementing training plans for staff
      • Probate law
      • Managing and resolving issues with the courts
      • Creating and implementing internal procedures to ensure legal requirements are met
      Examination: There will be a competitive evaluation of qualifications based on a review of the Application and Supplemental Questionnaire.
