      Job Description

      General Summary of Position Responsibility:

      The Associate Chief Information Officer will act as a partner and chief of staff to the CIO, driving high-quality operations, effective communication, and efficient decision-making within the IM division. This leader will be responsible for directly working with the CIO to operationalize IM strategy, manage the business of IM, improve the overall IM operation, and act as an enterprise escalation point. This is a key leadership role that requires exceptional organization, strategic thinking, analytical, and interpersonal skills, as well as a deep understanding of technology, financial management, and business processes.

      The Associate CIO will partner with the business, build strong relationships with senior management and key stakeholders, lead the IM strategy implementation, and ensure IM alignment to Lurie Children’s business goals. The Associate CIO will have direct oversight and leadership over the IM PMO, IM Governance, IM Change Management, IM Operational Efficiency, and the IM Business Office.

      The Associate CIO will need demonstrated skills around the following competencies to be successful: building relationships within IM and with the business, team leadership, healthcare business acumen, organizational change management, strategic and operational planning, change advocate, and results orientation.

      The Associate Chief Information Officer is responsible for leading the annual budgeting process, cost optimization initiatives, and key departmental performance metrics. Ensures systems performance and service level requirements are met. Manages strategic relationships with product and service providers.

      Area Specific Job Accountabilities:

      • Act as a trusted advisor and chief of staff to the CIO, IM leaders, and business executives. Assess operational issues, lead problem solving, and provide analysis to support the CIO in decision making related to technology investments, resource allocation, and IM operations. Provide forward-thinking IM expertise that supports business decisions and overall program / project planning.

      • Serve as a financial and business partner to the CIO and the IT senior leadership team. Act as a liaison to the finance department for all IM operating and capital budget planning, monitoring, and reporting. Plans and directs the financial and administrative activities of IM, including the regular and continuous management of all related administrative functions (human capital, finance, operational improvement, etc)

      • Responsible for driving the roadmap of strategic IM priorities related to business enterprise projects and enhancements. Engage and partner with key stakeholders and executives to ensure technology roadmap is in alignment with business goals, objectives. Lead the overall planning, staffing, budgeting, governance, and technology recommendations for corporate strategy and annual goals.

      • Accountable for the IM PMO; including Project Management, Operational Excellence, and Governance functions. This leader provides leadership over the PMO and provides direction and drives adoption of Portfolio governance processes and the development of standard playbooks, processes, and metric driven results.

      • Leads the annual budgeting process, cost optimization initiatives, and key departmental performance metrics. Conducts analysis of purchased systems and services for efficiencies and cost optimization.

      • Collaborates with IM leaders to enable efficient operations and improvement initiatives, vendor management and contracting, and IM portfolio governance, analyzes new technologies and competitive analyses

      • Monitors and sets monthly budget targets across the department

      • Ensures systems performance and service level management.

      • Provides in-depth technical expertise for both tactical and operational initiatives.

      • Lead the IM organization in developing and sustaining a culture of customer service. Providing a high quality end-user experience.

      • Keeps abreast of latest systems innovations and trends and identifies opportunities consistent with the strategic direction for Lurie Children’s

      • Supports application development, analytics and maintenance project teams with system performance and capacity planning and production planning

      • Reports to management on IM plans, projects, performance and related matters

      • Participates in committees and forums as a representative on IM business needs and opportunities; reports to the CIO on any issues that may impact the organization

      • Performs personnel administration tasks including managing, developing, and evaluating staff. Is focused on staff development and satisfaction outcomes.

      • Acknowledges and supports the organization’s defined goals and approach to patient care

      • Attends regular training sessions and management classes to improve patient care and customer communication

      • Performs other duties assigned.

      Knowledge, Skills and Abilities:

      • Bachelor’s degree in Information Management, Information Technology or related field required. MBA preferred.

      • Minimum 5 years of related experience in a healthcare setting, to include at least 2 years of supervisory/management experience required.

      • Strong understanding of computer forensics, IT security threats and preventative measures, disaster management and recovery techniques and technologies, and IT security-related laws, regulations, and guidelines.

      • Thorough knowledge of network, host, application, and security management technologies, particularly in a healthcare environment authentication mechanisms, enterprise directories, and identity management platforms and processes.

      • Ability to review and evaluate terms and conditions in software, hardware and IT services contracts as well as negotiate appropriate agreements as they require input on IT security and disaster planning.

      • Familiarity and experience with regulatory compliance and reporting bodies (HIPAA, HITECH Act, JACHO, etc.) and compliance programs.

      • Ability to communicate complex information in English effectively in writing and verbally to all levels of staff, management, Executive Leadership, Hospital Boards and Subcommittees and external customers across functional areas.

      • Ability to verbally communicate complex concepts in English and address sensitive situations, resolve conflicts, negotiate, motivate and persuade others.

      • Ability to lead collaborative teams for larger projects or groups both internal and external to the Medical Center and across functional areas. Results have implications for the management and operations of multiple areas of the organization.
