- Oversee end-to-end procurement operations, including public bids, RFPs, RFQs, and cooperative purchasing initiatives.
- Ensure compliance with New Jersey public procurement laws, University policies, and grant/contract funding requirements.
- Lead cross-departmental teams in the development of strategic sourcing initiatives and vendor evaluations.
- Review scopes of work, specifications, and evaluation criteria to support transparent, competitive procurements.
- Monitor and track bid/RFP activity and procurement performance metrics; report findings to senior leadership.
- Oversee supplier onboarding, risk assessment, and performance monitoring across the supplier lifecycle.
- Maintain vendor data integrity, ensure regulatory compliance, and promote supplier diversity in sourcing strategies.
- Develop and implement supplier performance metrics and feedback mechanisms.
- Oversee all alternate procurement programs within the department, including but not limited to Amazon Business, Purchasing Card, Wex Sunoco, and Lowes.
- Lead initiatives to improve these programs and their usability.
- Serve as the University’s system administrator for the Jaggaer Supplier Management module.
- Configure and manage supplier onboarding workflows, risk profiles, questionnaires, and approval routing.
- Act as the primary point of contact for Jaggaer system issues, upgrades, and coordination with technical support.
- Train campus users on supplier management best practices within Jaggaer and ensure system adoption.
- Build and maintain dashboards and reports to monitor supplier status, risk indicators, and performance benchmarks.
- Manage staff on Strategic Sourcing & Procurement, Supplier Management, Alternate Procurement, and Jaggaer teams.
- Represent the OC&P by serving on various internal and external committees.
- Attend and present at public procurement-related meetings and conferences.
- Assist the Director in the formulation and implementation of departmental policy, procedures, trainings, and goals.
- Bachelor’s degree in Business Administration, Public Administration, Supply Chain, Legal Studies, or a related field.
- 5+ years of progressive experience in public procurement, sourcing, or contract administration.
- Deep knowledge of public sector procurement regulations, especially NJ State contracting laws.
- Strong leadership, negotiation, analytical, and stakeholder management skills.
- Proficiency in Microsoft Office and procurement/reporting tools.
- Master’s degree (MPA, MBA, or JD).
- Experience in higher education or government procurement.
- Jaggaer platform certification or implementation experience, specifically in Supplier Management.
- Familiarity with grant-funded procurement and federal acquisition regulations
- Experience managing or mentoring a procurement team.
- In compliance with The State of New Jersey's Pay Transparency Act, the annual base salary range for this position is $90,000 to $105,000. When extending any salary offer, Rowan University considers many factors such as (but not limited to) scope and responsibilities of the position, work experience, education, training, key skills, internal equity, as well as market and other organizational considerations.

Position Summary:
Rowan University is seeking an experienced and forward-thinking Associate Director of Contracting & Procurement to lead critical sourcing, contracting, and supplier management operations. This leadership role will oversee public bidding processes, RFP development and execution, vendor lifecycle management, and alternate procurement program management. Additionally, the Associate Director will serve as the functional lead and system administrator for the Jaggaer Supplier Management module, supporting vendor onboarding, risk, and performance management processes. The Associate Director will serve as a department leader and liaison to the university through departmental representation and stakeholder engagement.
