      Job Description

      The mission of the Boston Public Health Commission (BPHC) is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially tho se impac ted by racism and systemic inequities . The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establish ing a culture of anti - racism and advance racial equity and justice through each of our bureaus, programs, and offices.

      PROGRAM/DEPARTMENT DESCRIPTION

      The Office of Racial Equity and Community Engagement (ORECE) works collaborativ ely with staff and partners for anti-racism transformational change, and operationalizing equity-centered practices, procedures and policies including the BPHC Anti-Racism and Equitable Community Engagement Policies.

      DUTIES

      This position requires a professional who has an extensive background in racial and social justice work with an emphasis on public policy and /or institutional systems change, who can skillfully design , implement and facilitate racial and health equity approaches to a broad audience of staff and community partners . The position requires someone with proven manag erial and supervisory experience, who is a creative critical thinker and excellent communicator both written and oral , and who is relationship- driven and collaborative in planning and executing priorities and initiatives. Examples of specific duties:

      • Co-lead the implementation of the BPHC Strategic Plan s Anti-Racism and Equity s trategie s .
      • Co-d evelop and implement guidance , tools and practice approaches including operationalize the BPHC Equity Lens to support departments to identify inequities in service delivery, programming, procedures, and policies ; support departments and teams to design E quity P lan s using the BPHC Equity Lens.
      • Provide racial equity and anti-racism content expertise and co-design training ; facilitate training and technical assistance , and other substantive support to BPHC departments to operationaliz e racial equity concept s , frameworks , and tools.
      • Co-develop and implement E quitable C ommunity E ngagement standard of practice and initiatives to increase community involvement in BPHC and community partner decision-making processes.
      • Use the BPHC Equity Lens to review and update existing and/or develop new internal policies, procedures, and practices ; provide guidance, visionary leadership, and support to departments to make systems changes.
      • Support community partners to develop and implement equity-centered policies, practices, and initiatives.
      • Compile reports and written materials and provide regular updates on ORECE and/or BPHC anti-racism and equity work and progress to all staff, leadership, board members, and partners as needed.
      • Design agendas and f acilitate meetings, oversee working and advisory groups , and represent BPHC at internal and ext ernal meetings and conferences.
      • Contribute racial and health equity content to BPHC social media and website, and other communications .
      • Co-plan and s upport the execution of community-facing events as needed and requested .
      • Stay current and c onduct environmental scans and literature reviews of racial equity and justice policy and practice and make recommendations to ORECE and Executive Office.
      • Work in a confidential capacity . Operate independently. Use independent judgment and discretion to make decisions affecting departments and staff as it relates to BPHC policy, operations , services .
      • Perform other duties as required .

      Minimum Qualifications

      MINIMUM QUALIFICATIONS

      • Master's Degree in public health, ethnic studies, public policy, education or related field and three to six ( 3 - 6 ) years' experience in management leading program development and implementation preferably in government or non-profit setting with at least t wo ( 2 ) years of experience supervising staff ; OR BA/BS in public health, ethnic studies, public policy, education or related field and six plus (6+) year s ' experience leading program development and implementation preferably in a government or non-profit setting with at least f our ( 4 ) years of experience supervising staff.
      • Holds a deep understanding of the history of racism and thorough analysis of all levels of r acism ( personal, interpersonal/internalized, institutional and systemic ) and racisms impact on population health .
      • A bility to design adult learning and teaching of the content and skills associated with operating with an equity lens, strong facilitation skills including the ability to create and guide s upportive spaces for dialogue .
      • Understanding and experience teaching principals and approaches to E quitable C ommunity E ngagement and partnership.
      • Understanding of health policy and social determinants of health.
      • Strong emotional intelligence and judgement; demonstrated ability to build strong relationships across lines of differen t perspectives, c omfort and experience collaborating and coaching at all levels, including staff leadership and Board members ; d emonstrate strong conflict resolution skills.
      • Ability to p rovide oversight to multiple projects simultaneously; sequencing activities for maximum efficiency; delegating responsibilities; estimating and managing time and budget required to complete tasks; identifying issues and adapting plans as needed while remaining committed to project deadlines .
      • Ability to remain solution-focused and respectful in all interactions .
      • Ability to interpret and communicate health data.
      • Comfort with ambiguity and ability to thrive in a fluid environment.
      • Seeks out advice, counsel, and permission appropriately, and is comfortable t o act independently when necessary to be effective.
      • Familiarity with Boston neighborhoods , community organizations and C ity and S tate departments preferred.
      • Advanced knowledge & experience with MSOffice, MSWord/Excel, PowerPoint, Windows software, Teams and Zoom p latforms and social media ; experience designing promotional and marketing materials a plus.

      • Valid Mass achusetts d river ' s license r equired . Ability to com mute to community meetings and events in own vehicle ( car or bi cycle ) required .

      Standard Hours

      Shift

      35 hours per week.
      9AM to 5PM; Monday to Friday, some overnights and weekend required.
