      Job Overview

      The Associate Director of Payables Systems is responsible for the design, operation, and maintenance of all systems, software, and processes used for issuing payments, managing expense reports, and accepting payment. Duties include but are not limited to supervision of the Analyst of Payables Systems and the Manager of Payment Systems & Compliance, including:

      • Cross-departmental efforts to most efficiently utilize existing systems
      • Processes by which procurement cards are issued, suspended, revoked, and modified, including credit card limits, and handling user requests for service
      • Reviews and reconciliations of procurement card transactions to ensure compliance with University policies, and provide guidance to departments on procurement card purchases of goods and services
      • Supervision and iterative improvements to the procurement card training program for new users
      • Supervision of Payment Card Industry (PCI) rules risk assessments and annual audits
      • Supervision the creation of payment systems to meet departmental needs and enhance cost-effectiveness
      • Design and redesign of business process, systems security, and management of interfaces between systems, for example:
        • leadership of multi-departmental efforts on payables systems and the utilization of existing systems
        • deployment of new and upgraded systems and processes
        • iterative efforts to make systemic and process improvements
        • ownership of security for all payables systems, including system security and data integrity
        • management of integrations with banking partner and artificial intelligence systems
        • development and implementation of standard operating procedures, control procedures, and schedules
        • monitoring of activity and usage patterns in support of Internal Audit and identifies potential elements of fraud
        • procurement card reporting, analytics and communication to card holders and management
      • staying abreast of the landscape of systems available for payables management, making recommendations to senior management regarding new systems to adopt, and leading the evaluation of proposals with respect to payables and payment systems.
      • organizing procurement and contracting activities for payment processing services and payment applications.

      Work Interactions

      Reporting to the Director for Revenue, Receivables, and Payables Systems, the Associate Director supervises the Analyst of Payables Systems and the Manager of Payment Systems & Compliance. They also work closely with the Director of Accounts Payable and the Director of Treasury to ensure payment systems and processes meet Payables and Treasury standards, and that appropriate reporting of payment activity is made available.

      In addition, they interact with faculty and staff across the University, many Senior Business Managers, Financial Managers, and non-financial stakeholders as they seek support in developing or maintaining payment systems, obtaining or modifying departmental Procurement Card programs, providing guidance and recommendations to departments on procurement card policies and the purchases of goods and services, and developing or maintaining payables reports.

      The Associate Director works closely with University Information Systems, Purchasing and Contracts, and General Accounting. They brief senior leadership on multi-departmental efforts on payables systems, the current utilization of existing systems, as well as the annual PCI audit, providing senior leadership with recommendations on policies; and brief partners who will support the optimal combination of operational efficiency, security, cost, and return on investment.

      Further, they work with external parties, including acting as the primary point of contact for Georgetown’s corporate card banking partner and their interface with Georgetown’s financial system. They also serve as point of contact for the external PCI auditor, the university’s payment processor(s), and their interface with university bank accounts; and establish relationships and integrations with third party vendors who process credit card transactions.

      Requirements and Qualifications

      • Bachelor’s degree – preference for an advanced degree in business, finance, accounting, technology management, or related field
      • 6 to 8 years of experience in finance, accounting, business, or technology management
      • Project management and/or business process design experience
      • Excellent oral and written communication skills

      Preferred qualifications

      • Experience in a higher education environment
      • Experience with project management
      • Experience with travel & expense management
      • Experience with corporate card administration and tools
      • Experience with Workday Financials
      • Experience with technology change management protocols

      The expected pay range for this position is $66,783 to $100,000 per annum.

The pay offered to a selected candidate will be determined based on factors such as, but not limited to, the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity and external market pay for comparable jobs.
