      DEFINITION

      The Associate Director – Programs for MAAC’s Child Development Program oversees the general management of all program support areas generally and those specifically assigned, which includes program development, delivery, and evaluation, as well as supporting, budget setting, operations, knowledge management, and internal and external relationship management. The Associate Director – Programs will be thoroughly committed to the agency's strategy and mission and will demonstrate supportive, positive and engaged leadership, coaching and problem solving and strong demonstrated success in managing internal and external relationships, including Family Child Care Providers and Partners.

      ESSENTIAL DUTIES AND RESPONSIBILITIES

        • Implement and monitor the programs Five-year Planning and Continuous Improvement model. Developing BROAD goals and SMART objectives, design a planned approach to data collection and analysis that enhances program success and create an individualized program planning process that meets the unique needs of the community.
        • Work with Area Managers and Content Area Managers to develop systems to ensure consistent, high-quality program management.
        • Provide leadership in development of inter-team communication and cohesiveness.
        • Serve as the principal representative of the Child Development Program during the Collective Bargaining Process and Labor Management Meetings.
        • Convene community stakeholders in response to specific needs or for general program improvements.
        • Ensure MAAC leadership is represented around the County of San Diego in areas that will enhance the organization’s mission or reduce barriers for MAAC’s program participants.
        • Foster relationships with local school districts and develop formalized agreements in adherence of Head Start Performance Standards, State Preschool Standards, Community Care Licensing regulations, and the “Every Student Succeeds Acts”.
        • Formalize agreements for student learning and internship programs with local, state and national universities.
        • Act as the principal party responsible for submitting the Head Start Grant Application and subsequent reporting federal reporting.
        • Manage higher-level Agency affairs that supersede programmatic responsibility or support the structure that allows for economy of scale operations and high levels of accountability and quality assurance throughout the organization.

      QUALIFICATIONS AND SKILLS

      Knowledge of:

      • Comprehensive program management such as Head Start Performance Standards, State Preschool Standards, Community Care Licensing regulations, and other related federal regulations.
      • Theory, principles, practices, and techniques of business, financial and personnel administration.
      • Administering complex laws, regulations, rules and practices including Federal and State contracts and grants.
      • Managing and writing grant submissions.
      • Working with complex budgets, budget planning, monitoring, including developing spreadsheets, and methodologies for tracking donations such as In-Kind.
      • Management and leadership principles; ability to effectively supervise, direct and evaluate staff.
      • Principles and practices of management and supervision: principles and practices of program administration, including budgeting; fiscal management and knowledge of local, state, and federal regulations regarding respective to areas of responsibility including but not limited to ERSEA procedures for support service staff and Head Start Performance Standards.
      • Child development and education practices and trends; prevention programming, family counseling, mental health counseling, public health and primary health care including an extensive knowledge and understanding of human relationships, activities and participation in community, family and youth organizations.

      EDUCATION/EXPERIENCE/CERTIFICATION

      • BA/BS in Child Development, Social Work, or a related discipline;
      • Masters’ Degree with emphasis in Child Development, Program Administration, or a closely related field is highly desirable.
      • A minimum of five (5) years of progressively responsible experience in child development, a behavioral health program, or program administration & management in a paid administrative and supervisory/management capacity, including a minimum of one (1) years of grant writing and/or grant management OR a minimum of three (3) years with a Masters’ degree related field
      • The ideal candidate will be bilingual in English and Spanish with the ability to relate to a wide socio-economic and diverse group.
      • A Program Director Permit is highly desirable.

      HEALTH STATUS

      Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

      Physical Demands

      While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

      Mental Demands

      While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

      BACKGROUND CLEARANCE

      All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

      Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

      TRANSPORTATION

      Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
