      Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

      THE MISSION:
      To advance the health of our patients and our communities by providing extraordinary care.

      DEFINITION:
      Assists in the administration of one of the smaller County hospitals.
      • Assists in directing the administrative functions of the hospital, including personnel, fiscal, and other functional activities.
      • Provides supervision and direction of financial operations and reporting.
      • Ensures that the appropriate kinds, quality, and quantity of financial support are provided to the staff of the hospital.
      • Assists the administrator in developing and controlling the annual budget for the hospital.
      • Assists in coordinating the fiscal/financial operations of the hospital with other divisions of the Department of Health Services, other County departments and outside agencies.
      • Conducts special investigations and studies as assigned.
      • Assists the administrator in the formulation, development, and execution of plans, policies, and programs for the hospital.
      • Represents the administrator on various hospital committees.
      • Acts for the Hospital Administrator in their absence.
      SELECTION REQUIREMENTS:
      Three (3) years of highly responsible administrative* or staff experience**, two (2) years of which must have been at the level of Staff Analyst, Health***, Supervising Administrative Assistant III****, or higher. A master's degree in Hospital Administration or a master’s degree in Business Administration from an accredited graduate school will be accepted for one (1) year of non-specialized experience.

      -OR-

      Two (2) years' administrative experience in a health care setting at the level of Assistant Hospital Administrator II***** or higher. (For this examination, health care settings include a hospital, a large multidisciplinary outpatient clinic, and psychiatric inpatient and outpatient facility).

      PHYSICAL CLASS II: Light:
      Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

      SPECIAL REQUIREMENT INFORMATION
      *Highly responsible administrative experience in the County of Los Angles is defined as: performs work in an administrative branch of an organizational unit. Work includes responsibility for the development of procedures and participation in policy formulation, analyzing and making recommendations for the solution of problems of an organization, budget, personnel, information services, programs, facilities planning, materials management, and/or general management.

      **Highly responsible staff capacity in the County of Los Angeles is defined as: staff experience at the senior level with extensive knowledge of program related, processes and procedures, and experience in a specific subject matter expert.

      ***Experience at the level of Staff Analyst, Health in the County of Los Angeles is defined as: Researches, analyzes, and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs having department-wide impact.

      ****Experience at the level of Supervising Administrative Assistant III in the County of Los Angeles is defined as: Plans and supervises the work of staff engaged in analyzing and making recommendations for the solution of problems of organization, budget, systems and procedures, program, facilities acquisition, general management and personnel in a large department with 1000 or more employees having very complex programs.

      ***** Experience at the level of Assistant Hospital Administrator II in the County of Los Angeles is defined as: Assists in the administration of a hospital by managing and coordinating the supporting services for the patient care programs for 2 or more departments/units of a hospital.

      No Out-Of-Class Experience Will Be Accepted.

      DESIRABLE QUALIFICATIONS:
      Credit will be given to applicant who possess the following desirable qualifications:
      • A master's degree from an accredited university in Business Administration, Hospital Administration, Healthcare Management, or Public Health Administration if not used to meet the requirements.
      • Additional experience at the level of Staff Analyst, Health, Supervising Administrative Assistant III, Assistant Hospital Administrator II, or higher- beyond the Selection Requirements.
      In order to receive credit for the master’s degree, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization with your application at the time of filing or email it to Croy@dhs.lacounty.gov within 15 calendar days from filing online. EXAMINATION CONTENT:
      This examination will consist of an evaluation of experience, education and desirable qualifications based upon the application information and supplemental questionnaire, weighted 100%.

      Candidates must achieve a passing score of 70% or higher on the examination to be added onto the eligible register.

      ELIGIBILITY INFORMATION:
      Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
      The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

      NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
