      Associate Housing Accountability Planner

      Job Description:

      Join the Oregon Department of Land Conservation and Development (DLCD) as an Associate Housing Accountability Planner in our Housing Accountability and Production Office (HAPO). This position will serve a core research and analysis role within the newly formed HAPO. The incumbent in the position will work with the Housing Accountability Manager and Senior Accountability Planner to review, research, and resolve complaints received by the office related to the application of state housing laws. The Associate Housing Accountability Planner will review allegations of housing violations, work with complainants to gather relevant facts and circumstances on each case, assess allegations against relevant sections of Oregon Revised Statute, and make recommendations on how the local government might amend local regulations and practices to comply with state housing laws. This position will advance the department’s commitment to facilitating increased housing production, affordability, and choice as well as Governor Kotek’s housing initiatives to produce 36,000 units of housing per year for the next ten years.       A day in the life. As the new Associate Housing Accountability Planner you will:

      • Participate and engage in efforts to further agency wide efforts to develop and implement equity.
      • Administer technical assistance grants for local governments related to planning for needed housing and implementing state statutes related to the provision of needed housing.
      • Research and produce guidance documents, model ordinances, adoption-ready policies, and ready-build plans to support local governments in adopting policies that facilitate increased housing production, affordability, and choice.
      • Provide support to the Housing Accountability Manager and Senior Housing Accountability Planner in analysis, interpretation, and review of the application of state housing laws, Oregon Administrative Rules, policies, procedures, and program requirements.
      • Conduct analysis and reviews of state and local laws/ordinances, regulations, policies, and procedures. Attend public meetings to present HAPO priorities and decisions.
      • Facilitate resolution of noncompliance issues arising from planning activities involving multiple programs and deal with land use as it relates to removing barriers to increase housing production, affordability, and choice.
      • Implement an efficient, cost effective, and timely technical assistance grant program to support local governments in remedying found issues of noncompliance.
      • Ensure equitable delivery of services to staff and community partners including but not limited to Tribes, state agency partners, local government elected and appointed officials, staff, service providers and other community members.

      Minimum Qualifications

      A Bachelor's Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND


      Three (3) years of progressively responsible planning experience related to the job.


      Note: A Master's Degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience. OR


      Six (6) years of planning experience related to the job.

      NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to two (2) year of the progressively responsible experience. A copy of your transcripts must be attached to your application to receive credit.

      We’re Also Looking for :

      • General experience in local government planning. Experience with Oregon's statewide planning program would receive added consideration as would experience in a range of population sizes.
      • Familiarity with integrated land use and transportation planning.
      • Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
      • Individuals with fluency in languages in addition to English are encouraged to apply.

      • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
