Assisting the City Surveyor in providing guidance to the Public, the Mayor and Council and City Departments on matters concerning property boundaries and land interests. This role also prepares and delivers land survey and engineering projects including Reference Plans, Surveyor’s Real Property Reports, Topographic Surveys, and other Plans of Survey, establishing or re-establishing corners, lines, boundaries, and monuments of real property based upon recorded documents, historical evidence, measurements and current standards of professional practice, for a wide group of internal clients Corporate wide.
Duties and Responsibilities
Technical knowledge and specialized advice related to land, property boundaries and land development
• Advise Councillors, Commissioners, Directors, City Solicitors and staff and recommend solutions on land related issues to inform decisions
• Provide an informed and independent opinion on boundaries on behalf of the Corporation
• Interpret data from a variety of sources, assessing evidence and resolving complex survey problems
• Conduct research of internal and external information sources to compile data necessary for survey projects
• Analyze relationships among several parts of a problem or situation, and make causal links to case law
• Have knowledge of and experience in the production of legal and engineering surveys and plans including the related legislation and standards
• Be proficient in computer surveys application software, survey equipment, coordinate geometry, coordinate systems and datums
• Have analytical and problem solving skills to assess acceptability of legal and engineering returns and resolve complex problems
• Check survey plans produced by the City Surveyor’s Office, and draft plans and survey plans submitted to the City by external bodies through Site Plan applications, Reserve Applications, and First Applications for Absolute Title
• Sign and professionally certify legal survey plans to be used in description of the lands or for registration at the Land Registry Office
• Prepare legal survey plans, topographic plans and other survey related products in accordance with relevant Provincial Statues, Regulations and guidelines
• Respond to requests from Realty Services - encroachment agreements, lease, licenses, acquisitions and disposals
• Aid the City Surveyor in writing of Corporate Reports and Road By-Laws for the Commissioner of Transportation and Works on matters relating to road dedications, road closures and road naming
Land Development and Spatial Expertise
• Provide land expertise in managing Engineering Surveys related to redevelopment of roads, parks and City’s assets
• Provide leadership, training and guidance to field crews to ensure field procedures are being carried out accurately and efficiently
• Provide leadership and guidance to office staff with respect to drafting and calculation of plans
• Review current field to office processes and procedures including suggestions for improvements and implementation of changes
• Provide guidance on how to use data collectors correctly including coding, point numbering, station set up design, redundant checks, back sight checks
• Provide technical support for equipment failures
Skills and Qualifications
Licensed Ontario Land Surveyor (Cadastral) in good standing with the Association of Ontario Land Surveyors
• University Degree in Civil Engineering or related field
• Proficient knowledge in CAD, GIS software (Microstation, Open Roads, ArcGIS), and calculation procedures including least square adjustments
• Proficient knowledge in GPS, LIDAR, Total Station and Data Collection technology
• Excellent interpersonal, written and verbal communication skills to prepare communications to senior leadership and technical staff
Hourly Rate/Salary: $ 85,155.00 - $ 113,541.00
