      A well-managed Local Government is one of the seven priorities outlined in Auckland Council's Long-term Plan 2024-2034. Group Shared Services has been identified as a key strategy to achieve this goal, with the provision of consistent, high-quality, cost effective, risk aware, shared services across the Auckland Council Group.


      To oversee the successful implementation and ongoing delivery of Group Shared Services, the Group Shared Services Board (comprising the Chief Executives from the group entities) has been established. Services (functions) included in scope cover:

      • Technology
      • Data
      • Procurement
      • People & Safety
      • Corporate support services
      • Digital and Customer interactions

      We have an unprecedented opportunity for an Independent Chair to guide the newly established Group Shared Services Board, responsible for overseeing the strategic direction and governance of the organisation’s shared services operations to ensure the model provides quality services, manages and mitigates risk, and delivers on value, the Long-term Plan outcomes, and savings targets.

      The Chair ensures that the board functions effectively, maintains high standards of integrity and accountability, and fosters a collaborative environment to achieve the organisation’s goals. You could expect to chair, guide and work closely with the Group Shared Services Board as it:

      • Sets the strategic direction and parameters for implementation and delivery of shared services across the group.
      • Approves and oversees major deliverables, change and risk, and holds the Director Group Shared Services to account for meeting all performance and delivery expectations of the construct.

      You will need to have proven and extensive experience as director or chair of large-scale, complex organisations, ideally from within political environments, with deep professional experience in the public sector and shared services. It will be critical you understand how to leverage stakeholder engagement and governance acumen.

      We will be looking for someone who can share their deep experience in:

      • Technology and data fundamentals, large scale and complex organisation transformations driving innovation and efficiency, and governing across a range of risks that need careful monitoring
      • Service quality, risk, value delivery, complex commercial constructs, benchmarking, and customer-centricity


      You will be able to:

      • Provide visionary leadership to the board and the organisation, ensuring alignment with the strategic objectives
      • Serve as a primary liaison between the board and the group shared services function, building and maintaining strong relationships
      • Ensure the financial health and sustainability and ensure compliance with legal and regulatory requirements
      • Foster a culture of accountability, transparency, and ethical behaviour, bringing diverse perspectives and best practices
      • Form and maintain effective relationships with the chairs of the respective Council Controlled Organisation Boards as the implementation of Group Shared Services is progressed and embedded.
