      Job Summary

      Reporting to the Manager of Safety Research and Programs, provides analytical support and technical recommendations on the validity and significance of collected data and analysis and applies critical insights to support evidence-based strategic decision making. Researches and monitors industry trends to evaluate, interpret, and explain complex and challenging information through results and findings. Collects and analyzes data and input from multiple external and internal sources and organizes it into actionable information. Considers and demonstrates strong knowledge of the air navigation system and the aviation industry to conduct research and prepare recommendations and reports supporting decisions linked to safety performance, safety intelligence, strategic safety initiatives, safety risk management, safety planning and safety management. Contributes experience and expertise to the continual improvement of analysis and metric reporting provided to NAV CANADA.

      Actively participates in assignments involving internal and external stakeholders, engages with key industry contacts and sources, applies strategic perspective, contributes to collaborative analytics and data sharing initiatives. Communicates research and analyses results to senior management, industry stakeholders, and international working groups and organizations (e.g., ICAO, CANSO, IATA).

      Key Accountabilities:

      • Interprets data and information pertaining to areas of operational safety, and aviation safety management and compiles reports or forecasts.
      • Researches safety, economic, environmental, and global aviation trends within Canada and internationally; identifies industry innovation and disruptors, changes to regulatory structures, and published research and analysis, seeks opportunities to promote and develop thought leadership across the organization and industry in collaboration with the Manager.
      • Working with the Manager Safety Research and Programs, analyzes, interprets, conceptualizes, and evaluates safety-related data and synthesizes with other data collected to prepare recommendations that address specific safety issues of concern.
      • Produces analytical reports and information with data obtained from internal and external sources, and provides actionable insight.
      • Assists in the development of safety standards related to procedures and mechanisms for the definition, collection, verification of safety data and information.
      • Assists in drafting, updating, and reviewing safety process documents and safety reports.
      • Assists in requirements gathering and reviews to support the enhancement to NAV CANADA Safety Information System and other safety tools and templates.
      • Informs on complex and sensitive issues related to aviation safety.
      • Participates in analytical process automation.
      • Researches industry best practices and trends in data analytics and incorporates them into methodology recommendations for Safety Performance reporting.
      • Contributes to recommendations to senior management that influence decisions on safety strategic direction, aviation safety management methods/processes/tools, and aviation SMS governance documentation (safety standards and policies).
      • Provides professional advice and support to the preparation and review of draft and final reports.
      • Participates in collaborative activities on data sharing and analytics projects with internal and external stakeholders.
      • Represents Safety and Quality/NAV CANADA by participating in meetings with representatives of industry or special interest groups, contributes to proposals that could result in a significant effect on aviation safety management

      Job Requirements

      Education:

      • Undergraduate degree (specializing in Economics (incl. Econometrics), Operations Research, Mathematics, Statistics, Data Analytics, Business, , Aeronautics, Engineering, Computer Science, or Social Sciences) or an acceptable combination of education, experience and training

      Experience:

      • 5 or more years of relevant work experience in applying primary research and/or statistical/analytical tools to solve research/practical problems; or any combination of education and experience which would provide an equivalent background
      • Experience in quantitative and qualitative research and studies, analyzing and synthesizing results and developing various means of communicating the process and meanings of outcomes (summary reports, presentations, briefings)
      • Experience with operational modeling
      • Previous experience with a range of data and analytical concepts and methodologies, including:
        • Primary research, surveys, interviews, observations
        • Financial modelling
        • Forecasting / econometrics
      • Experience building consensus, collaborative networks and working relationships among cross-functional teams with internal and external stakeholders.
      • Experience communicating the outcomes of complex analyses to management and other audiences at all levels via report writing and delivery of presentations.

      Knowledge

      • Solid understanding of the techniques and practices of data collection, manipulation and validation, the organization of information for reporting purposes, combined with knowledge of desktop software and modeling tools and the ability to interpret and evaluate data for consistency.
      • Extensive knowledge of the aviation industry and Canada’s Air Navigation System.
      • Extensive knowledge of transportation related systems, operations, procedures and information and data sources.
      • Strong knowledge of simulation, complex problem solving, hypothesis testing and statistical modeling applications.
      • Knowledge working with large datasets, building tables/queries, data manipulation, and data analytics programming languages and tools. Level of knowledge is dependent on the specific role.
      • Strong knowledge of Adobe, Excel, Power BI, PowerPoint and other reporting and presentation software.
      • Knowledge of international safety standards an asset.

      Working conditions

      • This position is based in Ottawa but may be eligible for a flexible work arrangement.
      • Occasional travel required
