- Degree in a related discipline, such as law, criminology, public administration or social sciences.
- An equivalent combination of relevant experience in statutory decision making and writing, education and training, which includes formal post-secondary level course work in a related field, may be considered.
- Three (3) years of combined recent (within the last 5 years) and demonstrated experience in the following:
- Interpreting and applying legislation, regulations and common law to varied and often complex situations to properly and defensibly exercise delegated decision making authority.
- Providing and communicating legal analysis and reasoning in writing.
- Effectively communicating with others in high conflict situations using self-control, tact, discretion, and sound judgement.
- Experience proficiently and simultaneously using programs in MS office, electronic filing systems and web-based applications.
- Experience assessing the relevance and reliability of evidence, and making findings of fact.
- Experience conducting hearings with citizens in an adversarial process.
- Experience resolving disputes between parties using mediation and conflict resolution skills.
- Occasional travel is required.
- Often must work with angry or distressed clients.

The Ministry of Housing was formed in December 2022 to focus on the creation of attainable and affordable housing for people in British Columbia. The Ministry works collaboratively with partners within the B.C. government and across the housing sector to ensure consumers and providers in the housing marketplace are supported by efficient and fair regulations, that local governments are enabled to advance the housing their communities need, and that the supply of housing options offer attainable choices for British Columbians. As well, a key responsibility of the ministry is to lead government’s focused efforts on addressing the needs of unhoused people to support safe and healthy communities for all. The Ministry provides direction and funding to BC Housing, who has a mandate to develop, manage and administer housing options and supports on behalf of the Government across the housing ecosystem.
The Residential Tenancy Branch is part of the Ministry of Housing. The Branch promotes successful tenancies by providing high quality plain language information to landlords and tenants about their rights and responsibilities and by delivering timely, neutral dispute resolution services to landlords and tenants.
Reporting to the Manager, Dispute Resolution, the Arbitrator works in a dynamic and often highly volatile environment and must use a high level of discretion and judgment. In all cases, the Arbitrator must remain neutral throughout the hearing process. The Arbitrator is responsible for providing landlords and tenants with an orderly, timely and effective dispute resolution process and may encourage settlements between landlords and tenant. This position conducts hearings in a courteous, respectful and effective manner and provides clear, concise and well-reasoned written decisions within established time limits.
