      The Ministry of Children and Family Development (MCFD) is comprised of thousands of dedicated professionals across the province, working together – at all levels and in all locations – to ensure BC children and youth are safe and well-cared within nurturing families, connected to their communities, and supported to reach their potential.

      MCFD delivers the majority of its services locally, with non-child welfare including Early Years, Youth Justice, Child and Youth with Special Needs, Child and Youth with Mental Health and Family Preservation and Support Services being delivered through contracted agencies.

      MCFD works closely with our community partners and are committed to strengthening and building relationships with Indigenous communities and Delegated Aboriginal Agencies (DAAs) to support successful relationships and better outcomes for Indigenous children, youth and their families.

      The Procurement Branch mandate is to ensure that both existing and new contracted services are procured in a manner that improves service to clients, adheres to the BC Government Core Policy, recognizes structural and cost issues (e.g., unionization, regulation, deployment, labour market conditions, collective agreements), coordinates across government where required, and ensures service models and contracting approaches are appropriately designed for optimal utilization of resources and service.

      The Procurement Services Manager is responsible for developing, recommending, interpreting, implementing, and monitoring corporate policy with respect to the planning, tendering, award, and administration of procurements, including monitoring and evaluation. The position provides expertise and direction as well as technical and professional advice to the Ministry Executive, Executive Directors of Service, Provincial Office Executive Directors, Directors, Community Services Managers, and staff with procurement and contract planning and development, negotiation, performance evaluation, and contract dispute resolution. The position plays a critical role with respect to local Service Provider vendor relationships and management. The position leads local and provincial procurement and contract related projects and participates in various ministry wide projects related to procurement transition and service redesign.

      Job Requirements:

      • Bachelor's Degree in law, business administration, commerce, public administration, or related discipline. Applicants who have an accounting designation (CPA-CA, CGA, or CMA) may be considered equivalent. An equivalent combination of education and experience may be considered.
      • Minimum of two (2) years experience in the full procurement life cycle and analyzing complex issues, evaluating options, and recommending solutions.
      • Minimum of two (2) years experience advising a diverse client caseload on procurement and contract management in a risk-based environment.
      • Minimum of two (2) years experience leading projects and/or large project components with multiple stakeholders.
      • Minimum of one (1) year of experience leading geographically dispersed teams, including developing and evaluating employee performance goals, coaching, team building and mentoring.
      • Minimum of one (1) year experience negotiating contractual agreements and solutions to compliance issues.
      • Minimum of one (1) year of experience developing and managing complex programs and/or procurements.

      Preference may be given to applicants with who have one or more of the following:

      • Three (3) years of experience leading projects and/or large project components with multiple stakeholders.
      • Experience developing and managing complex programs and/or procurements.
      • Experience negotiating/mediating solutions in a public sector environment.
      • Experience leading a significant organizational change management or business transformation initiative

      Willingness statement:

      • Travel is a requirement, must be willing to travel occasionally.

      About this Position:
      Flexible work options are available; this position may be able to work up to four (4) days at home per week as per the Telework Agreement.
      This is for one (1) permanent opportunity.
      This position can be based in any of the following Ministry of Child and Family Development offices: Campbell River, Cranbrook, Nanaimo, Nelson, Prince George, Vancouver, Victoria, Kelowna, Surrey, Port Moody, Williams Lake, Burnaby or Duncan.
