      We’re seeking project managers who represent the communities we serve and are dedicated to removing barriers to systems to join our team as a Behavioral Health Project Manager . As a Behavioral Health Project Manager , you will be responsible to assist the division with a broad variety of high visibility projects and program launches, leading all phases of initiation and planning, execution, monitoring and closing, engagement with sponsors and partners, and building collaboration toward project deliverables. You will facilitate and provide direction to project teams, establishing project plans with scope, goals, and expected deliverables based on expected timelines. Projects may involve navigating relationships with the highest Executive levels in the County and among external partners, and will require a high level of autonomy, initiative, systems thinking, political acumen and accountability. You will report to the Strategic Operations and Systems Facilitator in the BHD Directors' Office, and will work closely with BHD's Director, Deputy Director, and Senior Management Team as well as representatives from the Health Department and other high-level stakeholders to move initiatives forward.

      Teleworking: At this time, this position is designated to “routine telework,” meaning you will be working remotely (from home) most of the time; a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington ; the county cannot support ongoing telework from other locations.

      The eligible list created from this recruitment may be used to fill regular, full or part-time, temporary, and limited duration assignments

      As a Behavioral Health Project Manager , other duties will include:

      Project Management - Initiation and Planning

      • Organize, facilitate and participate in meetings of project sponsors/stakeholders to identify project needs, determine project resources (staff/senior management team and budget), and build collaboration and consensus toward project deliverables.

      • Create detailed project plans that define project scope, key milestones, expected resource (staff) needs, approval processes, communications and stakeholder engagement, and change management planning.

      • Prepare project management artifacts to include detailed work breakdown structures, schedules, assigned resources, etc. using Smartsheets project management tools.

      Project Execution, Closing, Monitoring

      • Lead multi-stakeholder project teams, ensuring adherence to project plan, schedule and budget. Oversee workstreams, project teams or sub-groups to deliver milestones.

      • Participate in strategy discussions to understand how the project tasks are connected to the project goal and applied appropriately. Identify problems, barriers and project risks, and develop mitigation strategies.

      • Regularly apprise leadership of critical progress and issues, and offer options to avoid significant roadblocks.

      • Document processes, procedures and business requirements; modify project plans as needed, and communicate changes, new expectations to affected stakeholders.

      • Use strong facilitation skills to ensure ongoing collaboration with diverse groups, bridging divergent viewpoints to enable decision-making consensus.

      • Apply sound learning principles, agile methods, learning technology and project management skills together in the design, development and maintenance of projects.

      Project Communications, Documentation, Change Management

      • Develop Project Communication plans that cover all internal/external stakeholders to ensure they understand the project, including scope, progress, delays, etc.

      • Prepare regular project progress reports, dashboards and other presentations for County Board, HD Leadership and other internal/external audiences.

      • Communicate project status regularly and consistently with executive leadership, project sponsor/s, and other key internal and external stakeholders in all stages of project planning, execution, and monitoring.

      • Create Change Management plans to ensure staff buy-in for any work practices that may be altered as a result of project deliverables to include awareness campaign, manager/supervisor updates and coaching, training or other methods that help ensure success and sustainability of project results.

      System Planning and Program Performance

      • Assist division leadership and project teams on highly visible issues through benefits/risk analyses.

      • Facilitate process, policy, and program development.

      • Develop feedback mechanisms for evaluation and quality improvement.

      • Provide strategic analysis and support for recommending and implementing policies, guidelines, and procedures.

      • Provide equity analysis/implications for projects and improvement efforts.

      Minimum Qualifications/Transferable Skills*:

      Education/Training: Equivalent to a Bachelor's degree in Social Work, Sociology, Public Health, English, Journalism, Business Administration or Public Administration or a related field; AND five (5) to seven (7) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

      Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.       • Minimum one year experience using advanced project management tools such as Smartsheets to create project plans, resource plans, stakeholder engagement plans, communications plans, risk management plans, procurement plans, and change management plans for assigned projects. (Preferred)

      • Project Management Professional (PMP) certification or other PM training program completion. (Preferred)

      • Leads with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.

      • High comfort level with highly political environments, and ambiguous infrastructures.

      • Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.

      • Respect and appreciation for ethnic and cultural diversity.

      • Ability to collaborate and build relationships to achieve positive work outcomes.

      • Ability to maintain a safe and healthful workplace.

      Serving the Public, Even During Disasters

      Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.
